About this file
This is a Technical Evaluation Factors document for a forthcoming Request for Quote (RFQ) from the VA Portland Healthcare System Pathology & Laboratory Medicine Service Department for reference laboratory testing services.
The vendor must demonstrate capability across seven primary evaluation areas: (1) maintaining an expansive test menu that includes all tests listed on Attachment B, with pricing provided for 100% of tests and identification of any subcontractor-performed testing; (2) holding all required licensures and certifications as outlined in the Statement of Work Section 11; (3) providing courier services for specimen transportation; (4) establishing electronic interface capabilities meeting all SOW requirements, including a pre-established MOU-ISA with the VA and documented access to MOU-ISA published documents via SharePoint; (5) demonstrating the ability to receive orders electronically with specification of available systems; (6) completing acid-fast bacilli (AFB) stain result reporting within 24 hours of laboratory receipt in compliance with CAP standards; and (7) achieving an 8-week turnaround time for negative AFB results. For tests without direct equivalents, vendors must propose comparable alternatives in Column D for contracting officer and subject matter expert review. The evaluation will determine whether proposed alternatives meet the VA's full testing needs.
