About this file

This is a specification document from the Mississippi Department of Transportation (MDOT) for the procurement of an articulated/telescopic platform truck-mounted with a 54-foot working height (AMD Specification Number 804-A/TPTM-54WH-1032/101), amended July 22, 2025. The specification details the requirements for a single articulated/telescopic platform unit equipped with a utility body, mounted on a new truck chassis of current model year. The document establishes minimum performance and design standards that bidders must meet or exceed, including a minimum working load capacity of 500 pounds, a minimum tipping load of 450 pounds, a platform height of 49 feet minimum when mounted on a 1½-ton crew cab chassis, and a working radius of 30 feet minimum from the center line of rotation. The platform must feature 360-degree continuous rotation, lower boom articulation from 0° to 84°, upper boom articulation from -25° to 85°, and an overall travel height not exceeding 13 feet.

The specification requires the complete vehicle to be factory-installed, greased, oiled, and ready for operation, with a factory-trained representative providing delivery instruction to operators. The truck chassis must have a minimum GVWR of 19,500 pounds, be powered by a 6.0L V8 water-cooled turbo diesel engine, and include an automatic 4-speed transmission with overdrive. The utility body must be a minimum 132 inches in length with compartments along both sides, 12-gauge safety-tread steel flooring, and compliance with ICC regulations for lighting and safety features. Bidders must provide comprehensive warranty documentation, technical manuals in both hard copy and electronic formats, and certification that the unit complies with current ANSI 92.2 regulations, OSHA standards, and Federal Motor Vehicle Safety Standards (FMVSS). The specification includes provisions for warranty service locations within Mississippi and requires TSBs (technical service bulletins) to be provided as published. Vehicle title assignment shall be to the State of Mississippi/DFA–941, with U.S. Bank National Association designated as the lienholder if the purchase proceeds through the State's Master Lease Purchase Program.
