SOURCES SOUGHT NOTICE

Automated External Defibrillator (AED) Replacement, Maintenance, and Program Support Solicitation Number: OC-2025-130285 NAICS Code: 339113 – Surgical Appliance and Supplies Manufacturing PSC Code: 6515 – Medical and Surgical Instruments, Equipment, and Supplies Small Business Size Standard: 800 employees Response Due Date: As posted on SAM.gov

1. Introduction The U.S. Food and Drug Administration (FDA), Office of Facilities, Engineering, and Mission Support Services (OFEM), is conducting market research to identify qualified large and small business sources capable of supporting the agency’s Public Access Defibrillation (PAD) Program. This requirement includes:

- Replacement of Automated External Defibrillator (AED) units and components

- Preventive maintenance and diagnostics

- AHA-certified CPR/AED training

- Program administration and reporting support

These services will support approximately 400 deployed AED units across 87 cities in 34 states.

This Sources Sought Notice is intended to gather capability statements and industry feedback to inform the Government’s acquisition strategy, including potential small business set-aside considerations under FAR Part 19.

2. Scope of Work (Summary) The anticipated requirement includes the following major areas of support:

- Supply, delivery, and installation of FDA-approved AED units and components

- Preventive maintenance with quarterly rotation ensuring 100% device coverage annually

- Program administration including site coordinator tracking and compliance monitoring

- AHA-certified CPR/AED training for up to 500 employees annually

- Technical support, post-event data retrieval, and compliance documentation

This requirement involves both product procurement and recurring service elements. Interested parties should refer to the attached Performance Work Statement (Attachment A) for a full description of technical requirements.

3. Equipment List (Summary) The contractor shall furnish and install the following AED equipment and components:

- FDA-approved biphasic AED units with CPR feedback and self-diagnostics

- PAD PAKs & Batteries: Primary, Secondary, and Pediatric

- Accessories, including:

- Carry cases

- Responder kits

- Spare pads and data cables

- Wall-mounted cabinets with alarms

- Signage and maintenance tags

Minimum specifications include:

- 8-year manufacturer warranty (AED units)

- 4-year battery life

- 2-year pad life

- Max dimensions: 4” H x 9.5” W x 11” D, weight ≤ 7.5 lbs

All equipment must meet FDA, OSHA, AHA, and manufacturer standards.

4. Response Requirements Interested large and small businesses should submit a Capability Statement that includes the following:

- Company name, address, Unique Entity Identifier (UEI), and CAGE Code

- Point of contact name, title, phone number, and email

- Business size and any applicable socioeconomic classifications (e.g., 8(a), HUBZone, SDVOSB, WOSB)

- Summary of relevant experience in AED equipment replacement, maintenance, or training

- Any certifications or authorizations held from AED manufacturers

- Statement indicating whether the company can perform at least 51% of the work under a small business set-aside

- List of applicable contract vehicles (e.g., GSA MAS, VA FSS, NASA SEWP)

Respondents are strongly encouraged to address the detailed questions in Attachment B – Capability Questionnaire, which supports the Government’s evaluation of technical capability and program readiness.

Responses should be limited to no more than 10 pages, excluding the cover page and required attachments, and submitted in PDF or Word format.
