1. OBJECTIVE

A. SCOPE OF WORK

i. General Requirement: Provide all labor, materials, tools, equipment, engineering, and services for the installation of an emergency generator farm at the VA Loma Linda Healthcare System, California.

ii. Project Scope: Replace the emergency (equipment branch) power and main switchgear to support hospital equipment in emergency situations. Fire life safety and critical branch systems will remain as is supported by the existing 2000 kW, 480/277V, 3 phase, 4 wire emergency generators on campus.

B. SPECIFIC REQUIREMENTS

i. General Construction services:

1. The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated on the attached contractual documents. The project will involve but not be limited to trades required for the complete upgrade of the generator farm and details mentioned in the provided drawings.

2. The new paralleling switchgear will be installed within the abandoned locomotive generator room (Electrical room 1D-19). The generators will be connected to the paralleling switchgear with new underground feeders.

3. The paralleling switchgear will have controls for synchronization and protection/control requirements. The output circuit breakers within the paralleling switchgear will output to the existing “B” circuits of the Hospital’s distribution system; these connections will be made by extending new feeders to the point of connection and splicing to the existing “B” circuit feeders. The paralleling switchgear will connect to the utility/normal power switchgear via a tie breaker.

4. The new utility/normal power switchgear will be installed within the abandoned locomotive generator room (Electrical Room 1D-19) and will be connected to the incoming service from the utility with new underground service entrance conductors. The switchgear will consist of an incoming termination section, main service disconnect section, utility approved metering section with associated CT and PT requirement and a distribution section. The distribution section of the switchgear will have circuit breakers that output to the existing “A” circuits of the Hospital’s distribution system; these connections will be made by extending new feeders to the point of connection and splicing to the existing “A” circuit feeders.

5. The new generators will be located outside in an existing utility yard. The yard is designed to house (2) 2,500 kW, 12 V, 3-wire grounded generators with day tanks and associated components. Only (1) generator will be installed in the initial construction. In addition to the generator day tanks, two (2) underground fuel tanks will be provided to achieve fuel storage for 96-hours of run time,

6. The yard will be expanded to accommodate the footprint of the equipment and provide an approximate 14-foot high wall to partially screen the view of the generators.

7. Grounding for the generators will be provided by high resistance grounding equipment. A switchgear will be installed at the generator yard to allow for manual switching between the 2,500 kW stationary generators and temporary rental generator(s).

8. Remote monitoring for the new generators and high resistance grounding system will be installed in the facilities graphics room. Remote monitoring and control capabilities will be installed within the new switchgear room as well as the Electrical Workshop room.

9. New lighting will be installed to support the renovations for the new switchgear room and new Electrical workshop. New HVAC will be installed to support the requirements for the new switchgear room.

10. A new ATS will be installed and connected to the buildings normal and emergency distribution system to support the power requirements at the generator yard and new switchgear room.

11. The existing 124 VDC and 24 VDC power distribution system will be relocated from the existing switchgear room to the new switchgear room to support the protection and control requirements for the Utility and Paralleling Switchgear requirements.
