Project Name: 605-19-400 – Emergency Generator Farm and Switchgear Upgrades Solicitation Number: 36C26222B0005 Company’s Name: Contractor 1

Question 1

Q: Who is going to drain and refill the sprinkler system?

A: Contractor will be responsible for draining and refilling the system. Contractor must coordinate this with facilities.

Question 2

Q: Does the sprinkler pipe have to be painted? If so, who is going to paint it?

A: Fire sprinkler will be painted by the contractor

Question 3

Q: What K factor is required to install on the new upright sprinkler?

A: K factor to match existing. This could not be verified during field investigations. Assume 5.6 until K factor can be verified.

Question 4

Q: Who is going to be responsible for fire watch after demo?

A: Fire watch is not required if work is completed within 10 hours. If system is not fully functional after 10 hours, then fire watch must be supplied by contractor.

Company’s Name: Contractor 2

Q: No HAZMAT survey was provided in the RFP. Please provide A: Specific information on HAZMAT is available upon specific request, but there is no broad all-encompassing survey available.

Q: Does all equipment on the roof that gets removed get returned to the Government? Or is it our responsibility to dispose of?

A: It is the contractor’s responsibility to dispose of all equipment.

Q: The Doosan Power cells in the generator yard are not very old. Does the Government want to keep this equipment?

A: The government does not want to keep the Doosan Power Cells.

Q: The equipment supports on the roof, are those to be demolished flat and the area re-roofed? If so, please provide as-builts on the roof system to see how extensive the demo will be to remove the concrete supports for the muffler & equipment.

A: The 8” concrete pads will remain to maintain the integrity of the roofing system. All other concrete and equipment will be removed.

Company’s Name: Contractor 3

Q: Will (2) permanent generators operate in closed transition with Utility? Either in momentary (less than 100msec) or in extended (soft load) mode.

A: The (2) permanent generators will not operate in closed transition with the Utility. Upon return to stable utility power the generators will continue to operate while VA facilities manually transfers the unit substations from the backup power source to the utility power source. After all unit substations have been transferred to utility source the permanent generator(s) will begin their shutdown sequence.

Q: Can the Tie circuit breaker be located after (2) generator paralleling circuit breakers? In this way the tie circuit breaker can remain normally open when utility power is available and maintenance can be done on the generators or emergency side of switchgear. ASCO is ok with current location of Tie as well.

A: The tie circuit breaker shall be normally open, and the position of the tie circuit is required in position shown on plans. The distribution system is designed with A & B feeders. The A feeders will carry utility power typically to the unit substations, and the B feeders will carry the generator power typically to the unit substations. The typical scenarios we can identify for when the tie will be closed are either when there is a fault or maintenance requirements on an A feeder while on Utility, in which case the tie can be closed to feed power to the substation thru the B feeder or when there is a fault or maintenance requirements on a B feeder while on Generator, in which case the tie can be closed to feed power to the substation thru the A feeder.

Q: Should the design utilize: Dedicated synchronized/hot to hot back up PLCs for Master/system with redundant I/Os.?

Integrated paralleling control systems we can provide failed PLC parts (like CPU, power supply, I/Os) as spare parts and services can replace them very easily. Adding this design after award may cause a change order to the VA.

A: The design of the switchgear controller shall incorporate redundant PLCs with redundant IO’s. We recommend furnishing spare PLC parts as part of the bid package.

Q: If paralleling gear manufacture provides: (1) 125VDC station battery system for operation of all MV circuit breakers a CPT will not be needed is this design acceptable?

A: Yes. It is acceptable to integrate the 125VDC station battery system into the paralleling switchgear to eliminate the need to relocate existing external DC battery system. The new switchgear space is very tight on space therefore the integrated DC battery system shall not add to the overall width of the switchgear as estimated on drawing E701.

Question 5

Q: ASCO can control remote LV ATSs for load control OR control circuit breakers in MV switchgear. Is there a specific load control that should be utilized for this project?

A: The LV ATS’s are served by a separate 2MW LV Emergency/Lifesafety Generator System. The existing utility switchgear has a N.O. contact within the main service disconnect that provides a transfer inhibit signal to the ATS control panel. The new switchgear main service disconnect requires a N.O. contact to perform the same function:

upon loss of utility power the N.O. contact will close signalling to the LV ATS control system that the main utility power is off and to remain on the LV emergency/lifesafety generator backup power source until the status of the contacts changes back to open. This will inhibit the emergency/lifesafety ATS to transfer back to the normal terminals when the new parallel MV backup generators come on line to supply the unit substations with power.

Question 6

Q: Would the site like the paralleling gear to have true hard wired manual paralleling of a generator is available as standard (no added cost) without use of system/master HMI? It takes less than 5 min.

On-board paralleling controls may have it as part of the HMI or may not and if HMI fails there is no way of doing manual paralleling of a generator. If this is determined to be needed to be added later there will likely be additional cost to the VA

A: The site shall be equipped with the capability of manual paralleling.

Question 7

Q: On failure of the generator PLC, synchronizer still operates, closes generator paralleling breaker allowing generator to connect to bus. No manual intervention is required by an operator. This is a standard design for internal controls paralleling gear rather than On-board paralleling. Should this be provided as a requirement? as there is no additional cost for internal paralleling design.

On-board paralleling controls may have a single controller at the engine and failure of it will require replacing complete controller. Adding the redundancy later may cause a change order to the VA.

A: The site shall be equipped with internal paralleling controls switchgear.

Question 8

Q: Should the paralleling controls be designed so that failure of master/system HMI doesn’t affect any automatic operation of the system.?

On-board paralleling controls have a single system HMI and failure of it will require replacing complete HMI for automatic operation, annunciation, metering, etc. Systems don’t rely on the screen for sequence of operation/controls or metering. The screen on onboard paralleling controls may represent a single point of failure.

To add this redundancy later may cause a change order to the VA.

A: The site shall be equipped with redundant paralleling controls.

Question 9

Q: Internal paralleling systems often utilize synchronizers like: DSLC2 (Woodward synchronizer) which provide redundant load share lines. On-board paralleling controls may not provide this redundancy. If the load share control fails with on-board paralleling controls could be considered a major system failure that will cause the engines to shut down. Should internal paralleling system design be utilized with redundant load share lines? Adding this redundancy later may cause a change order to the VA.

A: The site shall be equipped with internal paralleling system with redundant load share lines.

Question 10

Q: Internal paralleling systems are provided with E-Stop pushbuttons for each engine. On-board paralleling controls have this at the engines or on the screen. An operator would have to go to the engine (sometimes outside) or scroll through a screen to engage an E-stop. In an emergency situation or if the fire department needs to e-stop engine and therefore it should be as accessible and easy as possible. Should the E-Stop pushbuttons be provided at the paralleling gear? Changing this location later may cause a change order to the VA.

A: The site shall be equipped with E-Stop pushbuttons at paralleling switchgear for generator e-stop requirements. Each E-stop switch shall be circuited to both the permanent generator and associated temporary generator control box.

Question 11

Q: Internal paralleling systems provide status indication/alarms and shutdowns on separate status panels (24 LED lights) that do not rely on the Master HMI. On-board paralleling controls have on the HMI, if the screen fails this information is lost. Separate annunciation panels as well as including the information on the Master HMI screen.

Should the project design include separate status indicators so that if the HMI fails this information is still available?

Adding this later may cause a change order to the VA.

A: A remote status/control panel shall be provided and installed in shell space 1D-01A as indicated in detail 1 on drawing EP100.

Question 12

Q: Internal paralleling systems provide DC-DC convertors for each engine generator section as well as the Master controls to provide a steady 24VDC to the controls. DC power is critical to any Power Control system. Some paralleling designs may have only one DC-DC convertor representing a single point of failure. Should the overall project utilize DC-DC converters for each section?

A: The project shall utilize DC-DC converters for each section to avoid single point of failure.

Question 13

Q: Internal paralleling systems often utilize a dedicated PLC for each generator and is independent of master PLCs. In the event of master PLC failure, Generator PLC will allow automatic start of generator, connect to bus and add priority 1 loads.

On-board paralleling controls may have a single controller at the engine and failure of it will require replacing complete controller. Integrated systems can provide failed PLC parts (like CPU, power supply, I/Os) as spare parts and services can replace them very easily. Should the paralleling design utilize dedicated generator PLCs to avoid a single point of failure due to the control design? Adding this later may cause a change order to the VA.

A: The paralleling switchgear design shall utilize dedicated generator PLC’s to avoid single point of failure.

Question 14

Q: In order to operate (2) temporary generators in parallel with each or operate in parallel with permanent generators, paralleling controls will be needed similar to controls provided for permanent generators and temporary generators must be of same make, model, type, controller, pitch, etc. as permanent generators. Thus, system will become a (4) generator paralleling system. Is this the intent of the design? Or will there be a different sequence of operation that is necessary in utilizing the temporary generators?

A: There will be a different sequence of operations needed to operate temporary generators.

The design incorporates (reference detail 1 on drawing E510) a temporary generator quick connect switchgear, and three section metal enclosed switchgear to connect the temporary generator and permanent generator to a common bus, and single output to the indoor paralleling switchgear. The design specifies a kirk key interlock to prevent the simultaneous operation of the temporary generator and the permanent generator; the design intent was therefore to have the capability of paralleling either two permanent generators, one permanent and one temporary, or potentially two temporary generators together at the paralleling switchgear. The VA facilities will be required to confirm compliance regarding the temporary generator make, model, type, controller, pitch, etc.

A: Regarding Value-Engineered (VE) by utilizing existing switchgear and replacing components, we believe it will be quite difficult, and any proposal for this VE shall including all costs associated with maintaining utility and generator power to the facility during construction. The existing switchgear is based on a single generator connection which will require additional equipment structure to be added. Some of the rear connection feeder structures are not full height switchgear which may limit the design of the new switchgear to just single height circuit breaker structures as currently manufactured, further potentially limiting the value added feature of double height circuit breaker to provide the Owner with spare circuit breaker space capacity. A/E of record need to evaluate the Value-Engineered item on a case-by-case basis.
