About this file

This document is an attachment of provisions for a NASA solicitation (80LARC905745Q) for the procurement of 200,000 pounds of virgin (unused) 1,1,1,2 Tetrafluoroethane (R-134a) refrigerant. The solicitation is a 100% small business set-aside under NAICS code 325120 with a size standard of 1,200 employees, utilizing a Lowest Price Technically Acceptable (LPTA) evaluation method. The procurement includes specific requirements such as conforming to ARI-700 standard for new refrigerants, initial delivery to NASA Langley Research Center in Hampton, VA around October 15, 2025, and delivery terms of FOB Destination with NET 30 payment terms.

Key procedural details include submitting all contractual and technical questions electronically to Daphne G. Darden by 4:30pm EDT on July 21, 2025, with responses to the solicitation due via email by 4:30pm EDT on July 30, 2025. Offerors must include the solicitation number in their email subject line and are encouraged to use Standard Form 1449. The solicitation allows for economic price adjustment in accordance with FAR 52.216-2, and an active SBA waiver permits offerors to provide end products from manufacturers not certified as small business concerns. The Government will award the contract based on the lowest-priced quote that meets specifications and is deemed responsible.
