About this file

This Statement of Work (SOW) details NASA Langley Research Center's requirement for 200,000 pounds of virgin R-134a refrigerant to be delivered in five 40,000-pound increments between October 2025 and August 2026. The solicitation (80LARC905745Q) is a 100% small business set-aside under NAICS code 325120, seeking a contractor to provide refrigerant that conforms to ARI-700 standards. Delivery will be made by tank trucks to the Transonic Dynamics Tunnel B648 on Langley Air Force Base in Hampton, VA, with specific technical requirements including providing quick-disconnect couplings, auxiliary pumps, and documentation such as weight certificates and Material Safety Data Sheets. The procurement will be awarded on a Lowest Price Technically Acceptable basis, with NET 30 payment terms and no partial deliveries permitted.

STATEMENT OF WORK

R134a Refrigerant

1. Objective/Requirements. Procure R134a refrigerant for use as a test medium at the NASA Langley Research Center (LaRC) Transonic Dynamics Tunnel (TDT).

2. Characteristics, Scope, and Specs. Procurement includes material (R134a refrigerant), transportation, delivery/offloading, and documentation.

2.1. Specifications. Quantity of 200,000lbs Virgin (unused) 1,1,1,2 Tetrafluoroethane (R-134a). R-134a shall conform to all requirements of the ARI-700 standard for new refrigerants. The Contractor shall provide an ARI-700 Certificate of Analysis for the delivery prior to unloading.

The deliveries shall be made by tank trucks to NASA Langley Research Center, Hampton, VA.

The Contractor shall provide all hoses, fittings, pumps, and other equipment to connect to the R-134a storage tank.

The vapor and liquid connections on the storage tank are quick disconnect "E" series coupling, female dry-disconnect coupler, Hydraulics Inc., Part #CP00110P1G1B.

The Contractor shall provide the capability to connect the delivery truck to both the liquid and the vapor side of the Langley storage tank in order to provide the pressure balance needed to pump the delivered liquid R-134a into the storage tank.

The delivery tank-truck shall be equipped with an auxiliary pump. The Langley liquid storage tank, while primarily containing R-134a, may have a low mixture of air in the vapor layer that can contaminate the delivery truck. This can be overcome by using the auxiliary pump on their tractor/tank-truck to pump the delivery trailer to a near vacuum (thus returning the gas mixture back into the Langley storage tank).

The Contractor shall provide a weight certificate at the time of delivery, as well as a Material Safety Data Sheet.

The Contractor shall contact the facility Technical Representative (TR) no less than 10 days before each delivery to confirm the facilities readiness for receival of the gas. Additional delivery terms and conditions apply. See attached NFS and center unique clauses.
