About this file
This is a Performance Standards and Guarantees document (Attachment C) for a lawn care services contract (DMS-24/25-247) issued by the Florida Department of Management Services. The document outlines specific service requirements including weekly mowing from May through October and bi-weekly mowing from November through April, monthly trimming and edging of walks and bed edges, routine debris removal, bi-annual fertilizer application, herbicide treatments, mulching twice yearly in April and October, irrigation system maintenance, and miscellaneous services such as tree branch maintenance and watering of non-irrigated areas.
The document establishes a three-tier rating system (Good, Fair, Poor) with specific financial penalties for non-compliance. Penalties range from 10-35% deductions from the contractor's invoice for associated sites, with mowing violations carrying the highest penalty at 35%, trimming/edging at 15%, and other services at 10%. The contractor must submit monthly reports to the Facility Manager who then forwards them to the Contract Manager. A "Fair" rating requires immediate improvement, as failure to correct deficiencies in the following month results in a "Poor" rating and subsequent invoice deductions.
