About this file
This document is a state contract between the Massachusetts Executive Office of Health and Human Services (EOHHS) and an unnamed vendor for processing, production, printing, and mailing of Personal Care Attendant (PCA) Identification Cards. The contract covers the production of identification cards for personal care attendants in the MassHealth PCA program, with an anticipated term of 26 months starting from the contract's execution date. The vendor will be responsible for receiving PCA identification card requests, validating requests through the fiscal intermediary, producing cards that meet specific design specifications, and mailing the cards on a bi-weekly schedule. The contract requires the vendor to process 98% of card requests within three business days, produce cards according to EOHHS specifications, and mail 100% of produced cards according to the established mailing schedule.
The payment structure is based on a per-card distributed pricing model, with the vendor compensated for each PCA Identification Card produced and mailed. The contract includes detailed service level agreements (SLAs) with potential liquidated damages for non-compliance, such as 100% of the total card cost if production or mailing requirements are not met. The current PCA program serves approximately 52,000-53,500 active personal care attendants, with monthly new hire rates ranging between 900-1,300 PCAs. The identification cards will be valid for two years and include specific information such as the PCA's name, photograph, fiscal intermediary identification number, and program-related disclaimers. The vendor must also maintain a disaster recovery plan and provide ongoing reporting to EOHHS about card requests, production, and distribution.
