About this file
This document comprises instructions for the Nebraska State Patrol DNA Database Buccal Collection Kit, issued by the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau, in conjunction with the Nebraska State Patrol's Crime Laboratory. The instructions detail the procedural requirements for authorized personnel to collect DNA samples from subjects using buccal collection kits. The process requires completion of a Collection Card using the CODIS Prelog program, verification of kit expiration dates and component completeness, collection of subject fingerprints, preparation of sample cards, vigorous swabbing of the subject's inner cheeks for 15 seconds on each side, transfer of the sample to the sample card, air drying for a minimum of five minutes, verification of color change from pink to white, sealing procedures using red Evidence Seals, and final packaging in a Kit Envelope with a Kit Evidence Shipping Seal for delivery to the Nebraska State Patrol Crime Laboratory. The kit components include the kit envelope, instructions, gloves, plastic baggie, sample envelope, evidence seals, and collection device with pre-inked fingerprint sheet.
The instructions emphasize strict procedural protocols to ensure sample integrity, including mandatory use of gloves, prohibition against subject self-collection, single-subject-per-kit requirements, and explicit warnings against moisture-sealing envelopes with saliva or glue. Personnel are instructed to print subject names on relevant documents, maintain chain of custody through matching names across all documentation, and allow proper air drying before sealing. Questions regarding kit ordering, prelog registration, or collection procedures should be directed to the Nebraska State Patrol CODIS Help Desk at nsp.codishelpdesk@nebraska.gov or 402-471-8950, with additional resources available through the CODIS Prelog User Guide and the Nebraska State Patrol website.
