About this file

This is an instructional attachment for the Commonwealth of Kentucky's Vendor Self Service (VSS) procurement platform, outlining the step-by-step process for vendors to submit online bids. The document provides guidance for accessing the VSS portal at https://emars311.ky.gov/webapp/vssprdonline/AltSelfService, creating or logging into vendor accounts, and locating solicitations using the 10-digit Document ID. The bidding process requires vendors to complete five sequential steps: entering response types and pricing information for each commodity line, reviewing submission checklists, uploading relevant supporting documents, providing any applicable discounts or comments, and reviewing bids before final submission. Vendors can attach proprietary or standard documents as needed and have the ability to modify submissions before confirmation.

The document specifies that vendors must verify all bid information during the review stage and confirm submission through a popup verification screen. After successful submission, vendors receive a confirmation message and can access their response history through the Solicitation Responses tab for future reference or auditing purposes. The instructions do not address specific pricing structures, set-asides, contract terms, or funding sources, as this is purely a procedural guide for the mechanics of online bid submission through Kentucky's centralized procurement system.
