About this file
This is an instructional guidance document from the Commonwealth of Kentucky outlining the procedures for vendors to submit responses to state procurement solicitations through the Kentucky Vendor Self Service (VSS) online portal. The document provides step-by-step instructions for all phases of the online bidding process, including account creation and login, solicitation identification and search, and response submission. The guidance applies to all solicitation types issued by Kentucky, including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP), though specific completion steps vary by solicitation type. The document addresses the mechanics of responding to individual line items, completing submission checklists, and attaching supporting documentation such as bid sheets, affidavits, and catalogs. Vendors must access the system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and must remain logged in throughout the submission process.
The document establishes operational parameters for online bid submission, including a 30-minute system inactivity timeout requiring vendors to save changes frequently to avoid data loss. Vendors may enter unit prices or contract amounts on solicitation lines and must specify delivery days where applicable. For RFP submissions, vendors must organize cost, technical, and proprietary information into separate document attachments, with individual file size limits of 65 megabytes. The guidance permits vendors to apply bid conditions, claim discounts, and include overall comments in designated fields. Vendors may withdraw responses only while a solicitation remains in open status. The document includes specific attachment procedures for both Internet Explorer and Google Chrome browsers and confirms submission through a success message before vendors can review their bid submissions.
