About this file
This is an instructional guide document provided by the Commonwealth of Kentucky that outlines the procedures for submitting online bids through the Kentucky Vendor Self Service (VSS) platform. The document serves as a reference tool for vendors interested in responding to state procurement solicitations posted on Kentucky's e-procurement system. Rather than describing a specific contract opportunity, this attachment provides step-by-step instructions for accessing the VSS portal at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, locating open solicitations by document ID or keyword search, and completing bid responses through the online platform. The guide explains the process for both Request for Bids (RFBs) and Request for Proposals (RFPs), detailing the required submission steps including responding to line items, completing submission checklists, and attaching supporting documentation.
The instructional guide emphasizes critical operational details for vendors submitting responses through the VSS system, including the requirement to be logged in prior to submission and the 30-minute inactivity timeout feature that necessitates frequent saving of work to prevent loss of data. Vendors must select appropriate response types, provide unit prices or contract amounts, specify delivery days, and attach relevant files such as bid sheets, catalogs, or affidavits, with file attachments limited to 65,000 KB. The guide accommodates file uploads through both Internet Explorer and Google Chrome browsers and provides instructions for marking attachments as proprietary when applicable. Additionally, the document outlines the process for withdrawing submitted responses, which is only permitted when a solicitation status remains open, allowing vendors to modify their submissions prior to the bid deadline.
