About this file
This is an instructional guide document from the Commonwealth of Kentucky that provides detailed procedures for vendors submitting responses to state and local contract solicitations through the Kentucky Vendor Self Service (VSS) online portal. The guide covers the complete submission process, including account registration and login, locating solicitations through keyword and advanced search functions, and responding to different solicitation types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). The submission process requires vendors to respond to line items by selecting response types, entering unit prices or contract amounts, specifying delivery days, completing submission checklists, and attaching relevant documentation such as bid sheets, catalogs, and affidavits. The system accommodates file attachments up to 65,000 KB in size and allows vendors to designate files as either Standard or Proprietary documents.
The guide specifies critical operational details for vendors using the VSS platform, including a 30-minute system inactivity timeout that requires frequent saving to prevent loss of work. For RFP submissions, vendors must attach separate documents for cost, technical, and proprietary information. The submission process includes steps for entering discounts or overall comments, reviewing submissions before final posting, and the ability to resume incomplete responses. Vendors may withdraw open bids through the Solicitation Responses tab, but withdrawals are only permitted while the solicitation status remains Open. The document emphasizes the importance of logging in before submitting responses and provides instructions compatible with both Internet Explorer and Google Chrome browsers.
