About this file

This document is a procedural instruction file for the Commonwealth of Kentucky detailing the process for submitting bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The document provides step-by-step guidance for vendors seeking to respond to state solicitations, including how to access the VSS site, locate open opportunities, and complete online bid submissions. The instructions cover the submission process for three primary solicitation types: Request for Bids (RFB), Request for Quotes (RFQ), and Request for Proposals (RFP). Vendors must create or use existing VSS accounts to access the portal at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and can search for solicitations using document ID numbers or keyword descriptions, with advanced search options available by category, type, and status.

The submission process requires vendors to complete multiple steps including responding to line items with pricing information, completing a submission checklist, attaching supporting documentation such as bid sheets and affidavits, and providing any applicable discounts or comments before final review and submission. Individual file attachments are limited to 65,000 KB in size, and vendors may submit separate cost, technical, and proprietary documents for RFP submissions. The system includes a 30-minute inactivity timeout feature, and vendors are advised to save changes frequently to prevent loss of data. Additionally, the document outlines the process for withdrawing submitted responses, which is permissible only for bids with an open status, ensuring vendors retain flexibility in managing their submissions until the solicitation closes.
