About this file
This document is an instructional guide for the Kentucky Vendor Self Service (VSS) site, detailing how bidders can submit responses to state solicitations posted by the Commonwealth of Kentucky. The guide provides step-by-step instructions for accessing the VSS platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, logging into an account, locating available solicitations through keyword or advanced searches, and completing online bid responses. The process accommodates multiple solicitation types, including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP), with varying submission requirements for each type. Bidders can search solicitations by category, type, and status, and the system allows vendors to respond to individual line items with bid options including standard bids, no bids, or bids with conditions. The submission process includes a checklist verification step, file attachment capabilities with a maximum size of 65,000 KB, and provisions for entering delivery days, unit prices, and contract amounts as applicable.
The VSS platform includes additional features for managing bid submissions, including the ability to enter discount information and overall comments in Step 4 before final submission. Vendors must review their complete bid submission in Step 5 before officially submitting their response. The system includes an automatic timeout feature after 30 minutes of inactivity, requiring users to save changes frequently to prevent data loss. The guide also addresses the withdrawal process, allowing bidders to withdraw responses only when the solicitation status remains open. All file types including annual affidavits, bid sheets, and catalogs can be attached, with RFP submissions requiring separate document submissions for cost, technical, and proprietary information components.
