About this file
This file is an instructional document from the Commonwealth of Kentucky's Vendor Self Service (VSS) site, providing guidance to potential bidders on how to submit online responses to state procurement solicitations. The document contains four primary sections detailing the complete bidding process: logging into the VSS portal at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, locating specific solicitations through keyword and advanced search functions, completing online bid responses for Request for Bids (RFB), Request for Quotes (RFQ), and Request for Proposals (RFP), and withdrawing bid submissions when necessary. Bidders must create an account and log in before submitting responses. The platform allows users to search solicitations by document ID, category, type, or status, and provides separate response procedures depending on the solicitation type.
The response submission process requires bidders to complete multiple steps within a 30-minute activity window before automatic timeout, with the system prompting users to save frequently to avoid data loss. For RFBs and RFQs, bidders must respond to specific lines, enter unit prices or contract amounts, specify delivery days, and attach supporting documentation such as bid sheets or catalogs. For RFPs, bidders attach separate cost, technical, and proprietary documents. All file attachments are limited to 65,000 KB and can be uploaded through Internet Explorer or Google Chrome. The system allows bidders to include discounts or comments, review submissions before final submission, and withdraw responses only while the solicitation status remains open. No specific pricing information, contract terms, or award details are contained in this instructional document.
