About this file
This is a Forest Service Supplemental Specifications (FSSS) document that modifies the FP-24 standard specifications for construction of National Forest System Roads. The FSSS package applies to NFSR 462 and 462A contracts and establishes technical requirements, measurement standards, and payment procedures for forest road construction and maintenance work.
The document revises FP-24 specifications across multiple sections covering site preparation, excavation, material handling, and aggregate placement. Key modifications include: definitions specific to Forest Service operations (such as Pioneer Road, Protected Streamcourse, and Road Order); clearing and grubbing requirements with merchantable timber utilization standards and disposal procedures; excavation specifications for rock cuts, earth cuts, and drainage features with 6-inch subgrade depths and compaction requirements; structure excavation and backfill protocols for culverts with approval thresholds based on pipe diameter and stream course location; riprap gradation testing using the size method with D85 and D15 measurements; and untreated and crushed aggregate course specifications requiring written approval before placement. Payment measurement precision is defined in detailed tables (e.g., 0.01 acre, 1 cubic foot, 0.1 linear foot for timber/steel/concrete piles). The specifications incorporate references to MSHA, NESC, AFPA standards and establish that excess materials from Government lands become Government property. This FSSS package is designed for Region 3 Forest Engineering and Roads Maintenance (FERM) BPA holders in New Mexico and replaces all TAR (Transportation Acquisition Regulations) references with AGAR (Agriculture Acquisition Regulations) applicability.

Drawings —Design sheets or fabrication, erection, or construction details submitted to the CO by the Contractor.
Neat Line — A line defining the proposed or specified limits of an excavation or structure.
Notice to Proceed — (Public Works Contracts) Written notice to the Contractor to begin the contract work. (Timber Contracts) does not apply, replace NTP with Contract Award.
Right-of-Way — A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.
