About this file
This is an attachment document from the Eastern Oregon Early Learning Hub outlining priorities for slot distribution under the Preschool Promise (PSP) program in Oregon. The Eastern Oregon Early Learning Hub serves Baker, Malheur, and Wallowa counties and has issued a Request for Applications (RFA) to build an eligible provider list for the Preschool Promise program. The RFA aims to identify qualified entities that can best meet the community's early learning needs and will reallocate Preschool Promise slots to successful applicants as they become available. Successful applicants will be added to the PSP Eligible Provider List and deemed eligible to receive Preschool Promise slots if such slots become available before June 30, 2027. The Hub encourages all provider types to apply during this RFA.
The Hub's slot distribution priorities are based on geographic location by zip code, setting type, primary language of instruction, and the number of slots needed. The document references section 4 of the RFA for detailed information on how the Community Needs Score is calculated, which serves as the evaluation methodology for determining which providers receive priority for slot allocation. Specific pricing terms, funding amounts, and other financial details are not included in this attachment; applicants should refer to the full RFA documentation for comprehensive submission requirements and evaluation criteria.
