Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. Selected regional environmental requirements are highlighted in the SPECIFICATIONS (CONT’D) clause. In the event that a Federal, State, or local environmental requirement is more stringent than a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent fuel specification. Product that fails to meet the more stringent fuel specification will be considered to be a nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent fuel specification causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

Product shall conform to commercial specification ASTM D 975, Grade Number 1-D S15. In accordance with this specification, product shall be visually free of undissolved water, sediment, and suspended matter. Product classification is shown above.

(a) ADDITIVES.

(1) A fuel stabilizer additive conforming to MIL-S-53021, latest revision, may be blended into the fuel to improve the suitability of fuel for long term storage. Permissible additive concentrations are specified in the latest revision of QPL-53021.

(2) A corrosion inhibitor/lubricity improver additive may be blended into the fuel to inhibit corrosion and improve fuel lubricity.

Permissible additive concentration limits are specified in the latest revision of QPL 25017.

(3) A fuel system icing inhibitor may be blended into the fuel to purge small quantities of water from the fuel and prevent the formulation of ice crystals. The additive concentration shall not exceed 0.15 volume percent when tested in accordance with ASTM D 5006.

(b) BLENDING. Blending one grade of diesel fuel with another grade, or other compatible components, to produce a different grade or a variation within a grade is permitted. However, such blending shall be accomplished by mechanical mixing or agitation in a tank, or in-line blending, prior to loading the product into transport equipment, and the resultant product must meet all the requirements of the desired fuel.

(c) LOW TEMPERATURE OPERABILITY / CLOUD POINT REQUIRMENTS. The low temperature performance of diesel fuel shall be defined by the following property. Unless a more restrictive cloud point limit is specified in the contract schedule, the cloud point shall be equal to or lower than the tenth percentile minimum ambient temperature specified in Appendix X5 of ASTM D 975.

Within Alaska for activities where fuel support is limited to April-September, for example "JUN/JUL", "MAY 15 - JUN 15", "DURING SUMMER MONTHS", etc, and fuel will be used year-round in support of continuing operations, the cloud point shall be equal to or lower than the tenth percentile minimum temperature specified in Appendix X5 of ASTM D 975 for the month of January.

(d) DYE REQUIREMENT. Product shall have addition of red dye. As a means of identification, the Internal Revenue Service (IRS) requires that a red dye, identified as Solvent Red 164 (alky derivatives of azo benzene azo naphthol), must be added to all nontaxable diesel and all nontaxable kerosene used for purposes other than military jet fuel. The definitions of diesel and kerosene are provided in 26 CFR Section 48.4081-1. The minimum concentration is provided in 40 CFR Part 80.

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a Federal, State, or local environmental requirement is more stringent than a similar requirement in a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered to be a nonconforming supply. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

NOTE: Gasoline Reid Vapor Pressure (RVP) specification requirements are seasonal and vary geographically. Therefore, Contractors are expected to know the In-country, State, or Federal RVP requirements of areas being supplied and comply with those requirements.

GASOLINE AUTOMOTIVE, UNLEADED, PREMIUM. Gasoline shall conform to each countries specification as listed below:

LOCAL SPECIFICATIONS: In-country specifications not meeting the specification requirements in the chart above, but meet local requirements may also be submitted for review and approval.

(a) OCTANE REQUIREMENTS

(1) Unleaded premium automotive gasoline shall meet the Motor Octane Number (MON), Research Octane Number (RON) and/or

Anti-Knock Index (AKI) limits described in the specification listed for each country or the in-country requirements when applicable.

(2) Reductions for altitude and seasonal variations are allowed for all AKI values in accordance with specification listed for each country requirements when applicable.

(b) OXYGENATE REQUIREMENTS.

(1) In order to achieve minimum/maximum oxygen content limits specified per Federal, State, and local environmental requirements, supplies shall only include oxygenates that are permitted by environmental regulations applicable to the time and place of delivery.

(2) Blending of oxygenates into gasoline to meet oxygenated fuel requirements shall be accomplished by mechanical mixing or agitation in a tank, or by in-line blending, prior to loading the product into transport equipment, and the resultant product must meet contract requirements.

C16.69-7 GASOLINE, AUTOMOTIVE, UNLEADED (REFORMULATED GASOLINE) (PC&S) (DLA ENERGY DEC 2016)

9130-01-388-4080 Reformulated Gasoline, Regular MRR

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. Selected regional environmental requirements are highlighted. In the event that a Federal, State, or local environmental requirement is more stringent than a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent fuel specification. Product that fails to meet the more stringent fuel specification will be considered to be a nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent fuel specification causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

GASOLINE Product shall conform to the latest revision of ASTM D4814, as modified by the Environmental Protection Agency (EPA) requirements detailed in 40 CFR Part 80 - "Regulation of Fuels and Fuel Additives; Subpart D Reformulated Gasoline”. In part, these regulations mandate that the Phase II complex model reformulated gasoline must meet three emissions performance requirements when compared to the baseline gasoline marketed by a refiner in 1990: a 27 percent reduction in emissions of volatile organic compounds (VOCs), a 22 percent reduction in emissions of toxic pollutants, and a 7 percent reduction in emissions of oxides of nitrogen (NOx).

Further, Phase II complex model reformulated gasoline must meet two compositional requirements: 1.3 volume percent maximum benzene and no heavy metals (lead and manganese are examples of such metals).

The latest revision of specification ASTM D 4814 applies with the following specific requirements:

(1) OCTANE REQUIREMENTS.

(i) Reformulated gasoline shall meet the minimum AKI of 87.

(ii) Reductions for altitude and seasonal variations are allowed for all AKI values in accordance with figures X1.2 and X1.3 of ASTM D 4814.

(iii) For regular unleaded gasohol, in addition to an AKI of 87 minimum, the MON must not be less than 82.

(2) OXYGENATE REQUIREMENTS.

(i) In order to achieve minimum/maximum oxygen content limits specified per Federal, State, and local environmental requirements, suppliers shall only include oxygenates that are permitted by environmental regulations applicable to the time and place of delivery.

(ii) Blending of permissible oxygenate into reformulated gasoline shall be accomplished by mechanical mixing or agitation in a tank, or by in-line blending, prior to loading the product into transport equipment, and the resultant product must meet contract requirements.

C16.69-21 GASOLINE AUTOMOTIVE, ETHANOL FREE, UNLEADED, MIDGRADE (PC&S) (DLA ENERGY FEB 2020)

This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a Federal, State, or local environmental requirement is more stringent than a similar requirement in a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered to be a nonconforming supply. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

Product shall conform to the latest revision of commercial specification ASTM D4814, Gasoline, Automotive, Unleaded, Midgrade. Product shall not have any ethanol added/blended in and have a de minimis of 0.5% v/v Ethanol at delivery. Product may contain oxygenate compounds, other than ethanol, that are approved by environmental regulations applicable to the time and place of delivery and commercial specification ASTM D4814.

NOTE: Gasoline Reid Vapor Pressure (RVP) specification requirements are seasonal and vary geographically. Therefore, Contractors are expected to know the In-country, State, or Federal RVP requirements of areas being supplied and comply with those

(a) TESTING:

(1) Ethanol Testing: Supplier shall be able to supply testing that delivered product meets ethanol free requirement. Testing shall be in accordance with ASTM D4815 or ASTM D5845; ASTM D4815 shall be referee method.

(2) Distillation Testing: Per ASTM D4814, Table 1, Note G, “Gasolines known from the origin to retail that will not be blended with ethanol may meet a minimum 50% evaporated distillation temperature of 66 °C (150 °F) for volatility classes D and E only.”

(b) OCTANE REQUIREMENTS

(1) Unleaded midgrade automotive gasoline shall meet the Motor Octane Number (MON), Research Octane Number (RON) and/or

C16.08-1 TURBINE FUEL, AVIATION (JET A) (DLA ENERGY JAN 2025)

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits.

(a) PRODUCT REQUIREMENTS. Jet A shall conform to the requirements of the latest version of ASTM D 1655, Standard Specification for Aviation Turbine Fuels, except as modified below, at the custody transfer point.

(b) SPECIFICATION MODIFICATIONS

(1) Microseparometer (MSEP).

(i) The following MSEP ratings apply in the presence of the additives listed below. Values apply at point of manufacture:

Jet-A Additive MSEP Rating, min.

Fuel System Icing Inhibitor (FSII) 85

Corrosion Inhibitor/Lubricity Improver (CI/LI) 80

Fuel System Icing Inhibitor (FSII) and Corrosion Inhibitor/Lubricity Improver (CI/LI)

(ii) MSEP shall be performed on unadditized Jet A that has a custody transfer point on the distribution system using, D7224 or D8073. If either method is not available testing may be conducted with D3948. Passing results (min 85) for D3948 will be considered acceptable. Test failures using D3948 shall be retested using D7224 or D8073. If fuel passes D7224 with a minimum limit of 85 or D8073 with a limit of 88, the fuel is acceptable with no further action.

(2) Fatty Acid Methyl Ester (FAME)

(i) For offerors that will be offering Jet A FOB Destination and/or Origin TT, which involves staging jet fuel at a terminal via a multi-product pipeline, a Certificate of Quality of the issue tank must include testing for FAME for Acceptance of the fuel. The Test method to be used is either IP 585, IP 583, IP 590, IP 599, or ASTM D 7797. The Referee Method is IP 585.

Current ASTM D1655 Jet A specification allows no more than 50 parts per million of FAME in jet fuel.

(c) ADDITIVES.

(1) Additives shall not be premixed with other additives before injection into the fuel.

(2) FUEL SYSTEM ICING INHIBITOR (FSII). When required by contract line item-

(i) FSII shall be added to the fuel and shall be Diethylene Glycol Monomethyl Ether (DIEGME) conforming to the latest version of ASTM D4171, Standard Specification for FSIIs, Type III or MIL-DTL-85470C, dated March 5, 2024, Inhibitor, Icing, Fuel System, High Flash, NATO Code Number S-1745.

(ii) FSII shall be added to the fuel so that the resulting concentration in the final blend is between 0.07% and 0.10% by volume.

(iii) When using the 20-ounce aerosol can to introduce FSII during over the wing refueling, determine the fuel quantity and calculate the amount of required additive. This additive shall be added gradually during filling to permit proper blending in the fuel. One can of aerosol additive will inhibit 180 gallons of fuel to 0.087 percent by volume. The use of aerosol FSII is not permitted for U.S. Navy aircraft refueling.

DISTRIBUTION STATEMENT-A: APPROVED FOR PUBLIC RELEASE:DISTRIBUTION IS UNLIMITED

(3) CORROSION INHIBITOR/LUBRICITY IMPROVER (CI/LI). When required by contract line item-

(i) The additive must conform to MIL-PRF-25017H with Amendment 1, dated August 4, 2011, revalidated May 25, 2021, Inhibitor, Corrosion/Lubricity Improver, Fuel Soluble (NATO S-1747), found in ASSIST and shall be listed in the electronic Qualified Products List (QPL)-25017, located in the Qualified Products Database (QPD) found at https://qpldocs.dla.mil/. The concentration of CI/LI added to the fuel must be between the minimum effective concentration and the maximum allowable concentration as listed for the CI/LI in QPL-25017.

(4) STATIC DISSIPATER ADDITIVE (SDA). When required by contract line item-

(i) SDA shall be added to the fuel and the conductivity limits of 50 to 600 picosiemens per meter (pS/m) at ambient temperature or 29.4oC (85oF), whichever is lower, unless otherwise directed by the procuring activity.

(5) METAL DEACTIVATOR (MDA). MDA shall not be used unless the supplier has obtained PRIOR written consent from the procuring activity.

(6) Product shall be homogeneously mixed. Until all aviation turbine fuel tanks are coated, it is acceptable to perform stratification tests in lieu of circulating tanks to achieve homogeneity.

(d) SYNTHETIC BLEND COMPONENT (SBC) and CO-HYDROPROCESSED SYNTHESIZED KEROSENE

(1) If a fuel containing an SBC or a co-hydroprocessed synthesized kerosene is being offered, notification shall be made to the contracting point of contact with submission of relevant details regarding the blend percentage and which Annex of ASTM D7566 for the synthetic blend component used, and which feedstocks and co-processing percentage for co-hydroprocessed synthesized kerosene. Only synthetic blend components approved in ASTM D7566, MIL-DTL-83133, and MIL-DTL-5624 and co-hydroprocessed synthesized kerosene produced from approved feedstock and percentage in ASTM D1655, MIL-DTL-83133, and MIL-DTL-5624 shall be acceptable to the government

(e) REPORTS. Refer to the MATERIAL INSPECTION AND RECEIVING REPORT (QAP E40.01) contract provision for reporting requirements.

Supplies delivered under this contract, the Contractor shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. Product shall conform to the requirements of the latest revision of ISO 8217, Category ISO-F-DMA. In Accordance with Annex A of ISO 8217, the de minimis value of FAME shall be 0.5 volume %. Offeror/Supplier shall ensure product offered meets ISO 8217 de minimis FAME requirement. The following are additional requirements or approved modifications to specifications.

(a) SPECIFICATION MODIFICATIONS

(1) TESTING

(i) Hydrogen sulfide testing is not required

(ii) In addition to ISO 8217 approved sulfur tests, the following test methods are approved for Sulfur testing: ASTM D5453, D1266, D1552, D2622, D3120, D7039, or ISO16591. See section 6.3 of ISO 8217 for referee test method. For a total sulfur content of less than 0.05 mass % (500 ppm), the latest revision of ASTM D5453 is the recommended ASTM method.

(iii) The following test methods are approved for FAME testing per ISO 8217: IP 579 or ASTM D 7963. Test method EN 14078 is an equivalent test method for IP 579 and approved for FAME testing. See section 6.9 ISO 8217 for referee test method.

(iv) ASTM International Test Methods equivalent to ISO test methods referenced in ISO 8217, DMA testing, are approved for use.

(2) Environmental

(i) As of 01 JAN 2020, under the requirements listed in MARPOL 73/78 Annex VI Regulation 14, MGO-DMA (MGO & MGT) purchased under DLA Energy programs shall not exceed a revised maximum sulfur weight percent of 0.5 (% m/m). This requirement does not supersede more stringent federal, state, and local environmental requirements.

(ii) Per MARPOL 73/78 Annex VI Regulation 14, for ships operating in the most current emission control areas, the sulfur content of marine gas oil shall not exceed 0.10% mass (1000 ppm).

(iii) Per 40 CFR Section 80.510, the Marine Gas Oil sulfur requirement for all refineries and deliveries to ports within Continuous United States (CONUS) shall not exceed 0.0015 mass % (15 ppm) sulfur.

(b) ADDITIVES: Marine Gas Oil shall contain no black dye.

(c) OTHER REQUIREMENTS: Unless otherwise indicated by the Contractor in writing, prior to award, and in accordance with the

EVALUATION (SHIP’S BUNKERS) provision, the product offered shall fully meet the applicable specification. The supplier shall provide to the receiving vessel a “Statutory Sample” of at least 500 mL in volume, taken from the receiving vessel’s inlet bunker manifold, together with a Bunker Delivery Note (BDN). This sample will be sealed and carry a sample tag that provides the documentation required per MARPOL 73/78 Annex VI Regulation 18.

C16.27 FUEL, BIODIESEL (B20) (DLA ENERGY OCT 2014)

In the event that a Federal, State, or local environmental requirement is more stringent than a specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. Offered product shall conform to the following requirements that define a fuel suitable for use in automotive diesel engines:

(a) PRODUCT COMPOSITIONAL AND PERFORMANCE REQUIREMENTS. The finished fuel shall conform to ASTM D7467, with a biodiesel blend percentage of 20 +/- 1 percent, with the exception that the biodiesel component, per ASTM D6751, shall be derived solely from either virgin or used vegetable oils. Biodiesel derived from animal fats or tallows shall not be used. Product classification is shown below:

Suppliers of biodiesel blends shall be certified as either BQ-9000 Producers or BQ-9000 Marketers as set forth by standards adhering to The National Biodiesel Accreditation Program. Documentation of BQ-9000 certification shall be submitted at time of offer.

(b) BLENDING. Product shall be blended prior to delivery. Manifold blending at time of delivery and blending in the receipt tank is not permitted. The resultant blended product must meet all performance requirements specified in the contract.

CLOUD POINT. Unless a more restrictive cloud point limit is specified in the contract schedule, the cloud point shall be equal to or lower than the tenth percentile minimum ambient temperature specified in Appendix X3 of ASTM D 7467.

(d) ENVIRONMENTAL PROTECTION AGENCY (EPA) REGISTRATION. B100 product must be EPA registered in accordance with 40 CFR Part 79, Registration of Fuels and Fuel Additives. The Contractor shall provide a copy of the EPA registration letter to the Contracting Officer at the time of offer.

Blending of various compatible grades of burner oil to produce an intermediate grade is permitted, however, such blending shall be accomplished by mechanical mixing or agitation in a tank, or by in-line blending, prior to loading the product into transport equipment, and the resultant product must meet all the requirements of the grade produced.

(c) DYE REQUIREMENT. Under United States regulations, fuel oil burner Grade No. 2 is required by 40 CFR Part 80 to contain a sufficient amount of the dye Solvent Red 164 so its presence is visually apparent. At or beyond terminal storage tanks, they are required by CFR Part 48 to contain the dye Solvent Red 164 at a concentration spectrally equivalent to 3.9 pounds per thousand barrels of the solid dye standard Solvent Red 26.

(a) INCIDENTAL CONTAMINANTS. Particulate Matter and Fatty Acid Methyl Ester (FAME) content shall not exceed the limits outlined in Table IV of MIL-DTL-83133K dated July 18, 2018.

(b) SPECIFICATION MODIFICATIONS. Aviation Turbine Fuel (JP8) shall conform to MIL-DTL-83133K, dated July 18, 2018, modified as follows:

(1) TESTING

(i) FILTRATION TIME TESTING. For filtration time testing round upwards when reporting the filtration time, in minutes. For example, a filtration time of 10 minutes, 18 seconds, would be reported as 11 minutes.

(ii) MICROSEPAROMETER (MSEP) RATING LIMITS. See MIL-DTL-83133K, dated July 18, 2018, Table 1, Note 15 for MSEP test method selection criteria.

(A)Prior to initial production under this contract, the Contractor shall elect, on a one-time basis, which MSEP limit will be met for the balance of the contract. If the Contractor introduces fuel system icing inhibitor (FSII), corrosion inhibitor/lubricity improver (CI/LI), and/or static dissipater additive (SDA) after verification of product conformance with the MSEP requirement, the product is not required to meet a fixed limit on subsequent MSEP tests.

(B) If the Contractor elects to verify conformance with the MSEP requirement on a sample of product that does not contain FSII and CI/LI, an additional MSEP test shall be performed on a hand blend containing aviation turbine fuel, FSII, CI/LI, and antioxidant (AO) (AO only if required). The FSII shall be included in this hand blend at a concentration of 0.07 to 0.10 volume percent and the amount of the CI/LI included shall be within the concentration range specified in QPL-25017. The additional MSEP result of this hand blend is a REPORT ONLY requirement and shall be recorded corresponding to item 750X on the Standardized Report Form (see Attachment ). This result shall be recorded with an asterisk next to it, and with a footnote below, stating, “*MSEP result is a ‘Report Only’ requirement.

(iii) WORKMANSHIP. The workmanship criteria in MIL-DTL-83133K, dated July 18, 2018, paragraph 3.5, is revised to read, “At the custody transfer point, the finished fuel shall be clear and bright and visually free from undissolved water and particulate matter in accordance with the latest revisions of the approved test methods. ASTM D4176 or ASTM D6986, latest versions, may be used. In case of dispute as determined by sample results taken from the custody transfer point, the fuel shall be clear and bright at 21 degrees Celsius (°C) (70 degrees Fahrenheit [°F]) and shall contain no more than 1.0 mg/L of particulate matter. The sample in dispute shall be taken into an area where the sample is permitted to slowly equilibrate to 21°C (70°F); this shall apply to either D4176 or D6986.”

(A)ASTM D6986, latest revision, shall be the referee test method, see requirements, as drafted, in MIL-DTL- 83133K, dated July 18, 2018, section 3.5.

(B) For the latest revision of ASTM D 4176, Procedure 2, with a result of Rating 1, maximum. If the sample fails ASTM D4176 only because it contains visible particulate matter but meets the particulate matter requirements of 1.0 mg/L maximum as stated in MIL-DTL-83133K, Table IV, the workmanship criteria is met.

(2) SPECIAL LOCATION REQUIREMENTS

(i)Rocky Mountain/West. Aviation fuel movement via the Chevron Pipeline (Utah, Idaho, or Washington state entry points) shall be limited to total sulfur content of 0.15 mass percent, maximum.

(ii) Alaska. For fuels refined in Alaska and delivered to Alaska locations, the total acid number shall be relaxed to

0.020 mg KOH/g maximum.

(c) ADDITIVES. Additives are required for deliveries of JP8 per MIL-DTL-83133K, dated July 18, 2018, unless addition is excluded by specific solicitation line item, applicable contract clause, or another contractual requirement.

(1) The CI/LI additive(s) used shall be of the type and concentration cited in QPL-25017. To locate this information: (1) Go to the Acquisition Streamlining and Standardization Information System (ASSIST) Quick Search website (URL http://quicksearch.dla.mil/), (2) type "QPL-25017" in the Document ID field, press the Search button, (3) click the QPL- 25017 search result under Document ID, (4) click the "Qualification" link under Overview [or the "View QPD data" link under Revision History], and (5) click the “MIL-PRF- 25017 CATEGORY 1” link under Govt Designation. The concentration range for each additive is listed under the “Source Notes” link under the far-right column of the table.

(2) Metal deactivator additive (MDA) shall not be used in JP8 unless the Contractor has obtained written consent from the Contracting Officer.

(3) The requirement for SDA (see MIL-DTL-83133K, dated July 18, 2018, paragraph 3.3.3 and fuel electrical conductivity requirement in Table I) shall not apply unless stated otherwise in the Schedule. Line injection of additives (FSII, CI/LI, and SDA) from shipping tank to delivery conveyance is permitted under the following conditions:

(i) A laboratory hand blend containing the required additives and aviation turbine fuel shall be tested to verify compliance with the specification.

(ii) Additives shall be proportionately injected throughout the entire loading process to ensure the additive is homogeneously blended into the product. The Contractor shall maintain records evidencing the homogeneous blending of all line-injected additives. Such records shall include meter or tank gauge readings or test results taken at intervals to provide confidence in the injection process.

(iii) When FSII is line injected, additive concentration shall be verified based on a representative sample from each shipping conveyance.

(iv) When SDA is line-injected, and insufficient time is available for the fuel to reach equilibrium before departure of the shipping conveyance, the Contractor shall verify conductivity level on a representative sample from each shipping conveyance. The receiving activity will measure the conductivity and advise DLA Energy if it does not meet the specification requirements.

(4) SPECIAL LOCATION REQUIREMENTS (ATL/EUR/MED ONLY)

(i) For deliveries to La Spezia, Italy, the CI/LI shall be 3.5 g/m3 above the minimum effective concentration as identified in QPL-25017. See paragraph (c)(1) above.

(ii) When AO is added to the hydrotreated portion of the finished product, the percentage of the blend that has been hydrotreated shall be reported.

(iii) The requirement for SDA (see MIL-DTL-83133K, dated July 18, 2018, paragraph 3.3.3 and fuel electrical conductivity requirement in Table I) shall not apply unless stated otherwise in the Schedule.

(a) OCTANE REQUIREMENTS

(1) Unleaded regular automotive gasoline shall meet the Motor Octane Number (MON), Research Octane Number (RON) and/or

Anti-Knock Index (AKI) limits described in the specification listed for each country or the in-country requirements when applicable.

(2) Reductions for altitude and seasonal variations are allowed for all AKI values in accordance with specification listed for each country requirements when applicable.

(b) OXYGENATE REQUIREMENTS.

(1) In order to achieve minimum/maximum oxygen content limits specified per Federal, State, and local environmental requirements, supplies shall only include oxygenates that are permitted by environmental regulations applicable to the time and place of delivery.
