About this file

Attachment C is a Bidder Qualification sheet from the Orlando Utilities Commission (OUC) for a Drone Services for Emergency Response Request for Proposal (RFP). The solicitation seeks drone service providers to support emergency response and storm recovery efforts, specifically targeting providers with Unmanned Aerial System (UAS) capabilities for electrical infrastructure inspection during natural disasters. The RFP requires Part 107-certified drone pilots who are at least 21 years old, with three years of utility inspection experience, and the ability to operate within an Incident Command System. Proposals are due on July 25, 2025, by 2:00 PM EST, with a pre-response conference to be conducted via Microsoft Teams. The contract term will run from the last date of signing through May 31, 2027.

The procurement is structured as a pre-negotiated agreement with set hourly rates for half-day, full-day, and overtime pilot team deployments, including standby rates and dispatch fees. Providers must demonstrate capability to deploy drone flight crews within one hour of activation, operate drones in challenging conditions (up to 20 mph winds), and maintain safe practices around electrical infrastructure. The contract may qualify for federal emergency management cost reimbursement through FEMA's Public Assistance Program. Bidders must confirm they are not listed on exclusionary government databases and provide documentation of project experience, key personnel qualifications, and business licensing. The solicitation does not include specific set-aside designations for disadvantaged enterprises and aims to establish a pool of qualified drone service providers for critical infrastructure inspection and emergency response support.
