About this file

This document is an Attachment C Bidder Qualification sheet for Orlando Utilities Commission (OUC) seeking drone services for emergency storm response in Florida. The solicitation requests drone providers to support utility infrastructure evaluations and post-storm recovery operations, with specific requirements including standby readiness, rapid deployment within one hour of activation, and operational capabilities in challenging environmental conditions. Bidders must provide Part 107-certified drone pilots aged 21 or older, demonstrate at least three years of similar work experience, and have prior experience operating within an Incident Command System.

The qualification sheet outlines detailed technical and operational requirements, including drone hardware specifications capable of functioning in winds up to 20 mph and light precipitation, safe operational practices around electrical infrastructure, and compliance with federal regulations. Providers must submit evidence of relevant project experience, key personnel qualifications, business licensing, and confirm they are not listed on exclusionary government databases. While specific pricing is not detailed in this document, the opportunity appears focused on hourly rate structures for standby and active response services, with an emphasis on operational readiness and technical competence in utility-related drone inspection and emergency response scenarios.
