About this file
This is an analytical laboratory report prepared by Jones Environmental, Inc. for the City of Watsonville regarding the Airport Reservoir Rehabilitation Project. The report documents preliminary tank coating test results for samples collected on March 11, 2026, from the Airport Reservoir, an existing welded steel tank scheduled for rehabilitation including structural repairs, interior recoating, and associated work with exterior recoating as an add/alternate. Two solid samples were analyzed: one from the tank interior (J260880-001) and one from the tank exterior (J260880-002), both received by the laboratory on March 17, 2026, and reported on March 25, 2026.
The analytical testing was conducted using EPA methods 6010B (Metals by ICP-OES) and EPA 7471A (Mercury via AA) to detect heavy metals and contaminants on the tank surfaces. The tank interior sample detected barium at 8,700 mg/kg, lead at 23.7 mg/kg, zinc at 18.9 mg/kg, and trace amounts of cobalt, chromium, copper, nickel, and vanadium, with no mercury detected. The tank exterior sample contained barium at 6,440 mg/kg, lead at 19.4 mg/kg, zinc at 124 mg/kg, and similar trace metals, also with no mercury detected. Quality control procedures including calibration verification, laboratory control samples, and method blanks confirmed the validity of results. The samples were properly documented with complete chain of custody records, appropriate container types, and necessary preservation measures, supporting the reliability of the test data for informing coating and rehabilitation specifications for the project.

Notes and Definitions
ND Analyte NOT DETECTED at the reporting limit or MDL if shown.
RPD Relative Percent Difference
E Estimated Concentration; concentration exceeds calibration range.
LCC Leak Check Compound
MDL Compound Reported to Method Detection Limit
1 Recovery outside of acceptable limits. LCS/LCSD recoveries and %RSD were within QC limits, therefore data was accepted.
SMSR Sample matrix prevented adequate surrogate recovery.
J Result is less than the RL but greater than or equal to the MDL and the concentration is an approximate value.
HHSR High hydrocarbon concentration in this sample prevented adequate surrogate recovery.
OV Sample was filtered in the lab before extraction.
HHTAR High hydrocarbon concentration prevented in-range recovery of target analytes.
IHRPD Target analyte recoveries were outside of range but accepted due to passing RPDs
AROL Target analyte recovery exceeded recovery range but was accepted due to ND of that analyte in MB and sample(s).
Isomers could not be sufficiently chromatographically resolved according to method requirements due to hydrocarbon interference or other matrix effects. The isomers' reported individual concentrations were each calculated as the average of each of the individual isomers' concentrations.
ISO-H
2 Recovery outside of acceptable limits for either LCS or LCSD. CCV and LCS or LCSD recoveries were within limits; therefore data was accepted.
RPD outside of acceptable limits. Target analyte recoveries were within QC limits; therefore, data was accepted.3
4 LCS and/or LCSD recoveries exceeded acceptability ranges. Target analyte recoveries were accepted due to passing CCV, in-range
LCS/LCSD RPDs, and a clean MB in which all target analytes were < RL.
SMTAR Sample matrix prevented adequate recovery of target analytes.
SMTAR Sample matrix prevented adequate recovery of target analytes.
RV Surrogate recovery outside of control limits due to required dilution.
ASP Hydrocarbons in this sample most closely resemble asphalt.
@ Surrogate is outside acceptable limits. All other QC parameters in control, therefore data was accepted.
S Sample was subjected to elemental sulfur cleanup by EPA 3660B.
TIC Tentatively Identified Compound. Compound is not in the calibration mix and does not have a valid calibration. All reported detections are estimated
5 MS and/or MSD recoveries exceeded acceptability ranges. Target analyte recoveries were accepted due to passing CCV, in-range
LCS/LCSD RPDs, and a clean MB in which all target analytes were < RL.
