About this file

Summary

This is a Technical Specifications document prepared by the City of Watsonville for the Airport Tank Rehabilitation Project, a comprehensive restoration of an existing welded steel water storage tank located at the southwest end of Burchell Avenue in Watsonville, California. The project scope includes structural repairs to tank components, complete interior surface cleaning and recoating, exterior spot repair or full recoating as an add/alternate, removal of lead-bearing coatings, abrasive blast cleaning to white metal standards, and application of NSF-61 and NSF-600 certified coating systems. The specifications detail extensive surface preparation requirements including removal of accumulated deposits, comprehensive asbestos and heavy metals sampling, structural inspection per Steel Tank Institute standards, and strict environmental containment protocols. The contractor must provide dehumidification and temperature control maintaining 60°F minimum and relative humidity not exceeding 11% continuously from abrasive blasting through at least four days post-final coat application. The City will temporarily remove the reservoir from service and drain it; the contractor must provide minimum 10-day notice prior to work commencement. A preconstruction conference must be scheduled at least seven days before lead coating removal and fourteen days before field coating application to coordinate safety procedures, equipment, schedules, and compliance protocols.

The specifications require the contractor to obtain all necessary permits, City business licenses, and employ personnel with specific certifications including a Class C-33 contractor license, minimum five years' experience applying specified products to potable water tanks, and a certified standby hole watch trained in CPR and confined space operations. The contractor bears all costs for lead-bearing and hazardous waste removal, packaging, manifesting, and disposal at California-approved facilities, with waste testing and documentation requirements per EPA and Title 22 standards. Interior coating systems specified include thin-film epoxy (Sherplate 600 or approved equal for above-overflow areas at 12-20 mils DFT, and Sherplate PW or approved equal for below-overflow areas at 25-35 mils DFT), while exterior recoating utilizes moisture-cured urethane systems (8-14 mils DFT total). Payment for lead removal work is on a lump-sum basis. The contractor must provide manufacturer representatives on-site for minimum four labor days to advise on coating application, observe initial applications, and resolve system-related problems. An eleven-month post-completion warranty inspection is required per AWWA D-102 standards, with the contractor responsible for any identified repairs.

This initial area shall be tented and kept in a negative atmospheric environment during blasting to contain all sand blasting materials. The Owner's Representative will take samples of the blast materials and test to determine whether lead contamination is below the levels in Title 22 of the California Code of Regulations. While total lead content as high as 1,000 ppm is allowable under certain circumstances, the presence of soluble lead components is required to be less than 5 ppm for the soluble threshold limit concentration (STLC). This corresponds to a total threshold limit concentration (TTLC) level of less than 50 ppm.

Unless data shows there is a significant insoluble component of lead in the waste paint-sand mixtures, this latter limit of 50 ppm will be used as the criterion for defining the waste as hazardous. If the level is higher than 50 ppm but STLC testing yields soluble lead of less than 5 ppm, the waste would not be classified as hazardous as long as the total lead (TTLC) is less than 1,000 ppm.
