About this file

Summary

This Statement of Work (SOW) document for Pennsylvania's NG911 Call Handling Equipment (CHE) Services Invitation to Qualify (ITQ) contract outlines the industry standards and compliance requirements that contractors must adhere to when providing CHE services. The CHE service must comply with standards developed by approved standards development organizations including the National Emergency Number Association (NENA), the Internet Engineering Task Force (IETF), the Association of Public Safety Officials (APCO), and the National Institute of Standards and Technology (NIST). The contractor is responsible for maintaining compliance with new or subsequent versions of these standards throughout the contract term. Attachment C provides a comprehensive reference list of currently accepted industry standards, though this list is not exhaustive or definitive.

The attachment identifies over forty applicable standards spanning multiple SDO categories. Standards include ANSI/APCO requirements for site hardening and TTY/TDD operations; FBI CJIS standards for criminal justice information security; NENA standards covering next-generation 911 architecture (i3), security (NG-SEC), location data, text-to-911 handling, real-time text (RTT), call processing metrics, and emergency incident data objects; NIST standards for cybersecurity frameworks and cryptographic modules (FIPS 140-3 and SP 800-53); and TIA standards for telecommunications infrastructure in data centers. The most recent standard revisions are referenced, with several standards noted as under revision. The document serves as the technical baseline for evaluating contractor qualifications and ensures alignment with national best practices and security protocols for next-generation emergency services infrastructure.
