About this file
This file is a Statement of Work and questionnaire attachment for the Pennsylvania Emergency Management Agency's (PEMA) NG911 Call Handling Equipment (CHE) Services Invitation to Qualify (ITQ) contract. The solicitation seeks qualified suppliers to participate in a statewide ITQ process for next-generation 911 call handling equipment services. Suppliers meeting the qualifications will be awarded a contract and may be eligible to respond to subsequent Requests for Quote (RFQ). Suppliers must register as Pennsylvania Suppliers through the PA Supplier Portal and create user profiles within the JAGGAER procurement portal, selecting commodity code 92000000-ITQ-640. All qualifications must be submitted electronically through JAGGAER. The solicitation contains no goal setting requirements.
The questionnaire serves informational purposes and does not determine contractor qualification. It requests disclosure of geographic service limitations, capacity constraints across multiple dimensions including PSAP tenants, call volume, and mass call event processing capabilities, and supplier interest in cloud-based, data center-hosted, or hybrid hosted solutions. Prospective suppliers should consult the complete ITQ documentation available on the Pennsylvania Department of General Services website and contact JAGGAER technical support at 800-233-1121 for assistance with the submission process.
