Project Manual Summary
This is a Project Manual for the Brevard County Agriculture Building Roof Replacement project, prepared by PBA Design Group, Inc. for Brevard County Government and UF/Brevard County Extension Services. The project encompasses the complete removal and replacement of the modified bitumen roof system at the Agriculture Center located at 3695 Lake Drive, Cocoa, Florida 32905, including all associated roofing materials, hardware, insulation, flashing, trim, sealants, and exterior paint systems. The work specifications are organized into multiple divisions covering procurement and contracting requirements, general construction requirements, site work, carpentry, thermal and moisture protection, and finishes. The contractor must provide a full-time superintendent whose sole duty is to oversee the work, maintain the building in a watertight condition throughout construction, and ensure all work is performed during designated daytime hours (7 a.m. to 5 p.m. weekdays) unless otherwise approved. Work areas must be secured with 6-foot-high temporary chain-link fencing, and the contractor bears full responsibility for maintaining site security and safety of students, staff, and visitors. A detailed construction schedule with identified critical path activities must be submitted within 14 days of the Notice to Proceed, with updated versions required with each pay application.
The specifications establish rigorous quality control, testing, and documentation requirements that are the contractor's responsibility, including engagement of qualified testing agencies and submission of detailed Quality Control Plans within 10 days of Notice to Proceed. Substitution requests must be submitted 14 calendar days prior to the bid due date and will be approved only via addendum. All materials and products must meet or exceed specified standards, with conflicts resolved by adopting the more stringent requirement. The contractor must complete semi-final and final metal detection sweeps using independent contractors, with reports submitted prior to Substantial Completion and Final Completion respectively. Pay applications must include notarized certifications, updated construction schedules, monthly aerial photographs, and detailed breakdowns of costs by trade, with processing occurring within seven days of receipt of complete documentation. Close-out procedures require submission of a comprehensive punch list in Excel format, evidence that all contractual obligations are satisfied, and completion of all specified close-out documents before final acceptance and payment can be processed.
