About this file

This document is Attachment B - Testing Criteria for Lot B - Centrifuge Application, issued by Orange County, Florida, specifically for the Orange County Wastewater Treatment Facility's South Service Area. The document outlines a comprehensive testing protocol for liquid polymer used in sludge dewatering, requiring bidders to conduct both bench testing and full-scale field testing of polymer performance. Each respondent will be allowed up to nine hours for bench testing and eight hours (or processing 125,000 gallons of sludge) for full-scale testing, with strict performance criteria including achieving a minimum 18% sludge cake solids concentration, 95% solids capture, and meeting EPA/FDEP disposal guidelines.

The testing process involves respondents supplying polymers at no cost, with Orange County providing sludge samples and laboratory space. The county will operate the centrifuge while bidders recommend polymer feed rates and assess performance. Detailed measurements will be taken every 15 minutes, including total suspended solids, sludge feed rate, polymer feed rate, centrifuge torque, and speed. Orange County's laboratory will analyze samples to determine the ratio of pounds of polymer used per dry ton of solids processed, which bidders will use to complete their Bid Fee Schedule Supplement. Safety data sheets must be submitted with the bid, and the county reserves the right to invalidate testing results if procedural irregularities are detected.

ATTACHMENT B – TESTING CRITERIA

Addendum #3 Revision

LOT B – CENTRIFUGE APPLICATION

1. GENERAL TESTING CRITERIA

A. Application: Material will be used as a coagulant for the Orange County Wastewater Treatment Facility, South Service Area.

B. The polymer full-scale test shall consist of feeding a 1% solution of polymer at sludge feed rate 325-350 170-215 GPM for a performance test not to exceed two (2) hours, with the last hour of the test used for sample collection.

Each Respondent shall be allowed up to eight (8) hours, or when 125,000 gallons of sludge are processed, whichever comes first, to complete their full-scale testing. This eight (8) hour period is inclusive of set-up time. The sludge cake will be sampled to determine a minimum yield of an 18% sludge cake. The sludge cake and all other samples will be analyzed and tested by the Orange County Utilities Laboratory Division.

C. The percent sludge cake must conform to Regulation 40 CFR 258 per EPA/FDEP guidelines for disposal at 18%.

D. Respondent shall perform bench testing at the respective facility laboratory, and the

County will assist in the field test.

E. The type and quantity of polymer necessary to do the job will be decided by the

Respondent depending on the suggested polymer and the amount of dry sludge it yields.

F. The suggested polymer shall not have any side effects, such as toxicity.

2. TESTING OF POLYMERS IN THE LAB – BENCH TEST

A. The Respondent shall supply all polymers for laboratory bench testing at no cost to the County.

B. Each Respondent may bench test as many polymers as desired.

C. County will supply sludge samples for the bench testing prior to polymer injection to the Centrifuge.

D. County will provide space for the Respondent to complete the bench test at the facility lab.

E. Respondent shall provide beakers, pipettes, gang stirrer units and all required equipment for all bench testing.

F. Each Respondent will be allowed up to nine (9) hours for the polymer bench testing, between 8:00 AM to 5:00 PM of the scheduled test day. Bench testing for all Lots shall be completed in this nine (9) hour period.

G. Respondent shall determine, without County intervention or consultation, which polymer will be recommended for the full-scale field testing in the centrifuge test.

H. Respondent shall provide the recommended dose rate per ton of dry solids as quantified and supported by the bench test phase of the bid process.

I. During bench testing, Respondents may visit the site of the full-scale test with facility staff. This site visit serves as an opportunity to inspect the site and assess equipment needs to successfully perform full-scale test.

3. FULL-SCALE TESTING IN THE FIELD

A. Each Respondent will be allowed to test one selected polymer for full-scale testing.

The selected polymer to be used shall be recommended by the Respondent based on the bench test.

B. The County shall facilitate the connection to the polymer feed system during the full-scale trial.

C. The County will have each bidder use the same centrifuge within acceptable belt tension settings, for each full-scale test performed.

D. The Respondent shall provide the Contracting Agent detailed information on how they will provide their suggested polymer at the time their testing is scheduled. This information will be required for Orange County staff to be informed on the type of connection required to set up the system on the day of testing.

E. The Respondent shall ask the County representative to make any adjustments. The

County will follow the uniform procedure for making any adjustments relating to tuning of the centrifuge.

F. A single unit (centrifuge) shall be selected by the County and operated until the unit reaches a steady state of optimum performance with the Polymer furnished by the Respondent. The unit shall then begin a continuous performance test not to exceed two (2) hours, during which the performance of the Polymer will be evaluated in accordance with the County specifications listed below.

1. Sludge feed rate will be 325-350 170-215 GPM.

2. Digested sludge solids concentration expected to average 0.8% to 1.0%.

3. Dewatered cake solids - Minimum 18%.

4. Minimum Centrifugal force 2400.

5. Centrifuge Solids capture 95 percent minimum. Capture shall be defined as

Percent Capture T x F-C x 100

T=Thickened residual TSS concentration (mg/L)

F= Feed residual TSS concentration (mg/L)

C=Centrate residual TSS concentration (mg/L)

6. Centrate total suspended solids concentration will be tested for comparison.

G. The County staff will operate the Centrifuge. The Respondent may suggest Polymer feed rate to be used during the performance test. All Centrifuge setting feed rates will be recorded at the start of the performance test. The Respondent and County staff will record all changes and settings every 15 minutes, at minimum. TSS, sludge Feed rate, Polymer Feed rate, Centrifuge torque and speed.

H. The continuous performance test will begin at the direction of the Respondent. The performance test shall run for a minimum of one (1) hour. Any pause caused by normal operation of the centrifuge will not be considered part of the minimum one

(1) hour. County staff will obtain samples from the sludge feed, thickened or dewatered sludge cake, and liquid side stream flows to be analyzed by the Orange County lab. Samples must be collected before the end of the two (2) hour performance test period. The Respondent will be responsible for assessing polymer performance and directing the County staff when to collect the samples. Collection of samples shall signify the end of the performance test.

I. The Respondent shall furnish, at no cost to the County, enough polymer to run the eight (8) hour full-scale testing, or to process 125,000 gallons of sludge.

J. Should the County, during full-scale testing, ascertain the occurrence of any irregularities in procedure or any improprieties on the part of any party to the testing program which could, in the opinion of the County cast doubt on the results generated by such party, the County may at its own discretion invalidate and/or reschedule the testing.

K. Complete safety data sheets shall be attached to the bid at time of submission.

L. Orange County’s certified Laboratory will analyze the sample obtained during the performance test for

1. total suspended solids in MG/L on filtrate and

2. waste activated sludge and total percent solids on the sludge cake for the polymer tested.

M. Orange County Utilities shall analyze the results obtained from Orange County Laboratory to provide the Respondent with the ratio of pounds of polymer used per dry ton of solids processed. This information will be provided by the Procurement Division and the Bidder shall use this ratio to complete their Bid Fee Schedule Supplement.
