About this file
This document is an Attachment A - Testing Criteria for Lot A (Gravity Belt Thickener and Belt Filter Press Application) for Orange County, Florida's liquid polymer procurement. The document outlines a comprehensive testing protocol for potential polymer suppliers, requiring respondents to conduct both laboratory bench testing and full-scale field testing of polymers for sludge processing at the South Water Reclamation Facility. Each respondent will be allowed nine hours for bench testing and two eight-hour days for full-scale testing, with one day dedicated to testing the Gravity Belt Thickener (GBT) and Belt Filter Press (BFP) application, and the second day for centrifuge testing.
The testing criteria specify precise requirements for polymer performance, including required throughput ranges (250-450 gallons per minute for GBT and 45-90 gallons per minute for BFP), typical solids concentration ranges, and minimum quality standards. Respondents must supply all polymers at no cost to the county, provide detailed safety data sheets, and submit polymer samples for laboratory analysis. The county will evaluate each polymer's performance based on total suspended solids, waste activated sludge analysis, and total percent solids, with the goal of determining the most effective polymer for sludge processing. The ultimate objective is to select a polymer that meets the required minimum quality standards: 5% Total Solids Product with >98% capture for GBT and 14.0% Total Solids Cake with >90% capture for BFP.

ATTACHMENT A – TESTING CRITERIA
Addendum #3 Revision
LOT A – GBT AND BFP APPLICATION
1. GENERAL TESTING CRITERIA
A. Respondent shall perform bench testing in the Lab, and the County will assist in the field test. The County will provide the Respondent with a space in the lab to perform the bench test and sludge samples.
B. The type and quantity of polymer necessary to do the job will be decided by the
Respondent depending on the polymer provided and the amount of dry sludge it yields.
C. The offered polymer should not have any side effects, such as toxicity.
2. TESTING OF POLYMERS IN THE LAB – BENCH TEST
A. The Respondent shall supply all polymers for laboratory bench testing at no cost to the County.
B. Each Respondent may bench test as many polymers as desired.
C. The County will supply sludge samples for the bench testing from the gravity belt thickener (GBT) and the belt filter press (BFP) feed prior to polymer injection.
D. The County will provide bench space at the facility lab.
E. The Respondent shall provide beakers, pipettes, gang stirrer units and all required equipment for all bench testing.
F. Each Respondent will be allowed up to nine (9) hours for the polymer bench testing, between 8:00 AM to 5:00 PM of the scheduled test day. Bench testing for all Lots shall be completed in this nine (9) hour period.
G. The Respondent shall determine, without County intervention or consultation, which polymer will be recommended for the full-scale field testing in the GBT and the BFP test.
H. The Respondent shall provide the recommended dose rate per ton of dry solids as quantified and supported by the bench test phase of the bid process.
I. During bench testing, Respondents may visit the site of the full-scale test with facility staff. This site visit serves as an opportunity to inspect the site and assess equipment needs to successfully perform full-scale test.
3. FULL-SCALE TESTING IN THE FIELD
A. Each Respondent will be allowed to test one (1) selected polymer for full-scale testing. The selected polymer to be used shall be recommended by the Respondent based on the bench test.
B. The Respondent shall supply all polymers used in the full-scale testing at no cost to the County.
C. The County will have each bidder use the same GBT and BFP within acceptable belt tension settings, for each full-scale test performed.
D. The County will provide a polymer feed system to be used for each full-scale test performed.
E. The County shall facilitate the connection to the polymer feed system during the full-scale trial.
F. The Respondent shall provide the Contracting Agent detailed information on how they will provide their suggested polymer at the time their testing is scheduled. This information will be required for Orange County staff to be informed on the type of connection required to set up the system on the day of testing.
G. Each Respondent shall provide enough polymer to allow up to one eight (8) hour test run for each the GBT and the BFP operation.
H. The Respondent shall ask the County representative to make any adjustments. The County will follow the uniform procedure for making any adjustments.
I. The continuous performance test will begin at the direction of the Respondent once all adjustments are made. Samples will be collected from the sludge feed, thickened or dewatered sludge cake, and liquid side stream flows to be analyzed in the County’s Lab for solids concentration. The grab samples will be obtained at the beginning and end of the two (2) hour performance test.
J. Should the County, during full-scale testing, ascertain the occurrence of any irregularities in procedure or any improprieties on the part of any party to the testing program which could, in the opinion of the County cast doubt on the results generated by such party, the County may at its own discretion invalidate and/or reschedule the performance run.
K. The County will schedule each Respondent for two (2) - eight hour days for the full- scale testing. One day will consist of testing the GBT/BFP application and the second day will consist of testing the centrifuge.
L. Complete safety data sheets shall be attached to the bid at time of submission.
M. Orange County’s certified Laboratory will analyze the sample obtained during the full-scale test for:
1. total suspended solids in MG/L on filtrate and
2. waste activated sludge and total percent solids on the sludge cake for the polymer tested.
N. Orange County Utilities shall analyze the results obtained from Orange County Laboratory to provide the Bidder with the ratio of pounds of polymer used per dry ton of solids processed. This information will be provided by the Procurement Division and the Bidder shall use this ratio to complete their Fee Schedule
Supplement.
O. Required throughput for the GBT are 250, 350 and 450 gallons per minute (gpm) and the BFP are 45, 60 and 90 gpm.
P. Typical solids concentration range for the GBT feed is 0.5 to 1.1 TS and the BFP feed is 2.5% to 4.0% total solids.
Q. Required Minimum Quality for GBT is 5% Total Solids Product @ > 98% Capture
R. Required Minimum Quality for BFP is 14.0% Total Solids Cake @ > 90 % Capture
