About this file

This is a technical specifications document from the Oregon Parks and Recreation Department for the Champoeg State Park Reservoir Replacement Project (Contract Number 36875), scheduled for September 2024. The project involves demolishing an existing water tank, foundation, and utility connections, followed by site preparation and construction of a new water reservoir including foundation, plumbing, and electrical work. The specifications detail requirements for environmental controls, cultural resource protection, erosion control, site clearing, earthwork, utilities installation, and operating/maintenance instructions. The project requires coordination with park operations to maintain public access and safety, with work restricted to normal operating hours of 7AM-5PM Monday-Friday unless otherwise approved.

The project includes eight primary bid items: permits and mobilization, erosion control-silt fence, demolition, site preparation, reservoir foundation, water reservoir, water piping & valves, and electrical work. The specifications require contractors to salvage redwood floor and sidewall lumber from the existing structure for owner retention. The contractor must obtain all required permits except for the Oregon Health Authority Drinking Water Permit, which will be obtained by the owner. The document includes detailed requirements for material specifications, execution standards, quality control measures, and environmental protection procedures, though specific pricing terms and funding sources are not included in this technical specification document.

Contractor’s operations, the site shall be re-graded and restored by the Contractor as soon as practicable, with no additional cost to the Owner.

C. If ornamental landscaping or trees are damaged or destroyed by the Contractor’s operations without prior authorization by the Project Manager, the Contractor shall replace the ornamental landscaping or tree in species, size and grade to the satisfaction of the Project Manager, at no cost to the Owner. The Contractor shall maintain, or pay for maintenance of, the replacement ornamental landscaping for a period of 8 weeks, and replacement trees for a period of one year, to assure a satisfactory replacement.

Replacement ornamental plantings or trees that are dead or dying, as determined by the

Project Manager, at the end of the 8 week or one year establishment period shall be replaced by the Contractor to the satisfaction of the Project Manager and at no cost to the

Owner. Should it not be practical to replace the ornamental landscaping or tree, the

Contractor shall pay damages in accordance with requirements of the Project Manager.

In the event the Contractor does not perform this replacement Work in a timely manner as determined by the Project Manager, the Project Manager reserves the right to have the

Work performed by others. The expense of replacing ornamental landscaping or trees will be charged against the Contractor and the cost withheld from Contractor’s payments.

D. A Critical Root Zone (“CRZ”) shall be established for all trees on-site that need protection. The CRZ shall be the area between the tree trunk and a surrounding protective barrier fence. The protective barrier fence shall be placed at a minimum distance of the dripline for broad-crowned trees (usually deciduous) and 1.5 times the dripline for narrow-crowned trees (usually conifers). For asymmetrical crowns, the dripline shall be determined at the crown’s widest point. The Project Manager shall have the discretion to require fencing to be placed at a distance of a 1-1.5’ radius for each inch of tree diameter at 4.5’ (diameter breast height) if he/she feels that the dripline does not provide adequate protection. Regardless of diameter, fencing shall be placed at a minimum of 6’ from the trunk of a tree.
