About this file

This is a technical specification document from the Oregon Parks and Recreation Department for electrical upgrades and fire risk reduction work at Thompson's Mills State Heritage Site, the last remaining water-powered flour mill in Oregon. The project involves corrective actions to reduce and remove electrical circuits and services throughout the mill for safety and reduction of fire hazards. The work includes mobilization/overhead, removal of existing electrical equipment and circuitry, and installation of new electrical equipment and circuitry. The project is scheduled for November 2024 and requires contractors to maintain historic preservation standards as the site is listed in the National Register of Historic Places.

The project will be paid on a lump sum basis for three main components: mobilization/overhead (paid up to 50% based on construction schedule), removal of electrical equipment/circuitry (including salvage of decorative and safety devices, disposal of hazardous materials), and installation of new electrical equipment/circuitry (including new services, panels, equipment, conduit and wiring). The contractor must comply with the Secretary of the Interior's Standards for Treatment of Historic Properties and Oregon Revised Statute 358.653 for protection of publicly owned historic properties. The specifications detail extensive requirements for temporary protection of historic fabric, documentation of work performed, and environmental protections during construction.
