About this file
This document is a Statement of Work (SOW) for off-site inscription services for monuments at Willamette National Cemetery. The multi-year contract, covering the period from October 1, 2025 through September 30, 2026 with four one-year extension options, requires a contractor to manufacture, inscribe, and deliver three types of government-furnished granite monuments: H1 niche covers, J1 thin flat markers, and L1 small flat markers. The contractor must be located within 90 miles of the cemetery, use air blast abrasion for inscriptions, and follow strict quality assurance requirements including weekly status reporting, maintaining detailed records, and allowing government quality assurance inspections.
The SOW specifies detailed technical requirements for the granite monuments, including material specifications (ASTM C119 standard, light grey color N6 or N8.5), finishing standards (machine honed with 80-grit pad), and inscription guidelines. The contractor is responsible for transportation, packaging, and delivery of monuments, with a 10-business-day production turnaround for normal orders and expedited processing for Killed in Action (KIA) deliveries. The contract includes provisions for quality control, including government inspection rights, deficiency resolution procedures, and potential contract consequences for persistent performance issues.
