2.1 Research Mission and Site Location
The sites are at the Grassland Soil and Water Research Laboratory (GSWRL) in Riesel, TX.
The area of scope consists of Structure Asset #s (and associated GAGING STATION designation):

GSWRL is located at 1702 Blackland Rd. P.O. Box 129 Riesel, TX 76682.
The Runoff Stations Concrete Repairs are to restore structures that are critical components of the research efforts at GSWRL. These stations are part of scientific measurement through data collection efforts.
The work to be done is detailed in Section 4.0 and other sections in this SOW.
3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
The Contractor shall provide services for the following tasks marked by an “X”:
☒ Provide a detailed technical proposal and detailed cost proposal to complete the project as per project requirements.
☒ Provide and install all material to complete the project as per project requirements.
4.0 PROJECT REQUIREMENTS:
The Contractor shall furnish a technical and cost proposal to provide material and services to perform renovations at the GSWRL in in Riesel, TX site per section 4.2.
a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.
b. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications.
c. Davis Bacon Wage Rates may apply to all construction contracts in excess of $2,000, see Contracting Officer’s bid package for more information. Employee payroll logs for the project may be required to verify wage rates are being adhered to, see Contracting Officer’s bid package for more information.
d. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS).
e. The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at: https://www.wbdg.org/dod/ufgs.
f. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal and local code requirements as well as current industry standards, (ie: IBC, ASTM, etc.) and health and safety codes, in effect at the time of contract award.
g. Payment, bid or other bonds may be required per the Contracting Officer’s bid package.
Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
h. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance.
i. The Contractor may be responsible for visiting the site prior to submitting a bid to observe existing conditions, see Contracting Officer’s bid package. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
j. Clean up all debris from construction site once job is completed.
k. Buildings will be occupied while construction is ongoing, unless safety requirements dictate the building to be vacated. Contractor will schedule work with location to allow location to meet current research needs.
4.1 Bid Schedule:
a. The contract shall include all work described in 4.2 Description of Work for Base and Options. One or more of the options may be chosen to be awarded.
b. The Bid Schedule shall be broken down into Options Pricing.
4.2 Description of Work:
4.2.1 Pre-Construction Services
a. Pre-Construction Submittals
Prior to Construction Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after NTP:
1. Submittals for all Material used on the project prior to construction.
2. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION
SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.
3. CPM Scheduling.
4. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of
Values - if contractor intends to request partial payments.
4. Quality Control Plan is NOT required on this project.
5. Environmental Protection Plan is NOT required on this project.
6. Accident Prevention Plan/Site Specific Safety Plan.
7. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.
4.2.2 Construction Services
The Scope of this project includes all work that may be necessary for the removal and replacement of items to be included for the base and options noted below. Any work not detailed below or not included in contractor proposal that is needed to accomplish the scope below shall be treated as an unforeseen site condition and addressed using proposed change orders.
Contractor is required to provide all labor, tools, equipment, and parts to repair, remove and replace old components noted in scope below. Contractor shall verify all measurements and specifications before ordering repair and replacement components. All decisions by Contractor on inspections and replacement of components will be consulted with the GSWRL COR. Upon replacement of components, Contractor shall verify and inspect with GSWRL COR that the new system is fully functional before putting it back into full-time operation. Any items replaced shall be removed from property by Contractor after consulting with the GSWRL COR. Working hours and days shall be mutually agreed to by Contractor and Owner.
The Scope of this project includes the following items:
A. Base: USDA GSWRL Runoff Stations Concrete Repairs
1. Repair 3 stations to restore operational integrity for research at the GSWRL location. Stations included are SW12, SW17, and W10. See Exhibit A and attachments for design intent.
2. Scope of repairs are approximate and based on market research. Contractor to verify site conditions and scope of repairs required prior to bid.
3. The scope of the base bid shall be developed to provide a complete and operational facility upon completion of the project.
B. Option 1: Increase for 3 additional station repairs
1. Repair 3 stations to restore operational integrity at the GSWRL location. Stations included are W6, W12, and W13. See Exhibit A and attachments for design intent.
C. Option 2: Increase for 6 additional station repairs
1. Repair 3 stations to restore operational integrity at the GSWRL location. Stations included are Y2, Y6, Y8, Y10, Y13, and Y14. See Exhibit A and attachments for design intent.
Contractor to provide a quote broken down into Options. ARS will decide to award Option based on pricing. All pricing, base and options, to be good for 120 days from date of proposal.
4.3 Government Furnished Equipment / Services
a. The Government will furnish a reasonable amount of electricity and water as needed. Electric outlets are available in buildings within the work area. Water faucet may be available within the work area.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Existing Conditions:
Contractor shall coordinate work as required after site visit and scope confirmation to ensure research integrity as directed by the COR. Contractor shall protect existing installations and restore any damage at Contractor’s expense. Contractor to call 811 to confirm all underground utilities coming into the area of work if project requires disturbing the ground. Contractor is responsible for verifying and coordinating all underground utilities in scope of work area if disturbing the ground.
5.3 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.4 Protection of Work and Property/Safety Requirements:
a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
c. Contractor shall provide full time Superintendent on the jobsite at all times that is 30-hour OSHA trained and certified per Contractors APP/SSSP. It is acceptable to utilize any Subcontractors Superintendent if person is certified and included in APP/SSSP and approved by CO.
5.5 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR ten working days prior to the need.
c. Contractor shall supply temporary toilet facilities.
5.6 Cleanup: The construction site shall always be kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5.7 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO
FINAL PAYMENT (other documents may also be required):
a. Release of liens.
b. Employee payroll\time sheets (if certified payrolls required by Contracting Officer’s bid package)
c. Invoice
d. O&M Manuals
6.0 PROJECT SCHEDULE: The Contract completion time for this project is 300 calendar days from NTP. Access to the site and work periods are to be coordinated with the Facilities Manager.
