About this file

The document is a specifications attachment for a Louisiana Department of Wildlife and Fisheries Request for Proposal (RFx #3000024987) for a herbicide treatment project in the Dewey Wills Wildlife Management Area (WMA). The project involves applying prescribed herbicides on 1,100 acres of small trees within the Little River Basin, spanning LaSalle, Catahoula, and Rapides parishes, located 25 miles northeast of Alexandria. The treatment will be conducted using low-volume backpack sprayers, targeting water elm, swamp privet, and black willow trees less than 6 feet tall. A mandatory pre-bid conference will be scheduled to allow vendors to understand the work location and tree characteristics. The project is set to begin no earlier than August 30th and conclude no later than October 31st, with a potential 20% retreatment planned for August 2026.

The Department of Wildlife and Fisheries will provide all herbicides, while the contractor will be responsible for water for tank mixes and container disposal. The herbicide mix will consist of 4% Accord XRT II, 0.75% Arsenal, 4 oz. Escort XP per 100 gallons, with 1% surfactant. The application requires a minimum of 4.5 gallons of spray per acre, with individual tree treatment ensuring at least 85% of each tree's apical meristems receive spray. Payment terms are structured with 90% of the contract value paid upon initial project completion and the final 10% contingent on the potential retreatment in 2026, based on experimental trials suggesting approximately 20% of treated trees will survive.
