(g) Idling of utility vehicles necessary in order to operate flashing lights for jobs that occur on roadways and other hazard areas.
(h) Idling of utility vehicles when necessary to avoid a safety emergency.
Operators working with high-voltage equipment must remain in constant contact with other operators of the electric grid via radio in order to avoid safety incidents. For jobs performed at night spotlights may be required. In order to ensure the safety of these operators, the engine may need to remain running beyond the regulation’s 5-minute limit.
If the project will result in the construction of a new permanent emissions source such as an emergency backup generator, the Contractor will be responsible to review the equipment specifications with local air district personnel and to determine whether any air quality permit or registration is required. In addition, the Contractor will prepare the permit application and obtain and provide a copy of the “Authority to Construct” to the COR at least 3-days prior to bringing the emissions source onto the jobsite.
