About this file

This document provides an amendment and questions and answers related to a federal solicitation for the Olinda Substation Service Upgrades Project. The amendment extends the response due date to March 3, 2022 at 1:30 PM Pacific Time. It also provides drawing ODA_1190 showing parts for an A-frame bus assembly and answers five questions from potential offerors. The questions and answers clarify support structure requirements, available cable reels and footage, acceptable cable routing in vaults, and substitution of welded connections for compression fittings on rigid bus fittings. The related solicitation is for upgrades at the Olinda Substation and has an estimated value between $1,000,000 and $5,000,000. The NAICS code is 237130 and it is a 100% small business set-aside. A mandatory site visit was held on February 10, 2022 to review the project scope.

OLINDA SUBSTATION Q&A

1. The specifications state the contractor is responsible for supplying and installing steel support structures for Panels DZA and ATS, but according to the specification these two items are stand alone and self supporting could you please clarify what is required and what page these drawings can be located.

Support Steel is required on the base of DZA and the ATS so that they are supported over the cable trench span and maintain their seismic certifications. Equipment base plate support frame details and estimated weights can be found on drawing ODA 2607.

2. What are the reel configurations of the 500MCM on site we have to pull 6 conductors in a conduit so were assuming there are 6 reels out there?

It would probably be best to give them how many reels and their estimated footage we have so that they know what they can use and what they would have to purchase.

3. The spec say to loop the vaults with the 500MCM this wont be practical as there are ladders running down the wall , what other methods may be acceptable.

Extra loops are no longer required in the cable vaults as long as they maintain minimum conductor bending radii of the 500MCM shielded conductor.

4. There is no drawing ODA 1190 which shows the parts for the A frame buss assembly could you get that to us or even a screen shot if not the whole page

See attached entitled “oda_1190”

5. Can the contractor substitute welded connections for DMC/Swedge on the rigid buss fittings?

Welded connections are typically acceptable for bus fittings. However, there is GFE, compression fittings purchased from the previous contractor already onsite that are assumed to be in great enough number to complete work, so the contractor would have to verify the material onsite.
