The vehicles must be based on a Caterpillar 275 LF armored multi-terrain loader chassis equipped with a CAT C3.6TA turbo diesel engine (111 net hp), 12-volt electrical system with 85-ampere alternator, and electro/hydraulic implement controls. Each vehicle requires custom Level B6 armoring with NIJ Rating R-2 and ballistic resistance rating B6+, capable of stopping bullets at 2,780 ft/s velocity, with 360-degree visibility, custom ballistic-resistant treads, anti-explosion/anti-ricochet protection, anti-sabotage protection, and an armored fuel tank. Additional required equipment includes a network video recording system, ballistic-resistant windshield glass, emergency lighting, hydraulic breaching ram, grapple claw, vehicle extraction tool, armored personnel platform, trailer, wireless remote system (1000' line of sight), thermal imaging camera with monitor (THERM680-30x Series with VGA visible camera), custom covers, platform step, ballistic blank frame, platform lighting upgrade, and an extended CAT warranty (84 months/2500 hours). Each vehicle must include a three-year maintenance package covering parts, oil sampling, labor, fluids, travel time, and mileage through CAT Financial. Delivery is FOB, with an initial delivery of eight (8) vehicles no later than 180 days post-award and all training required upon acceptance. The contractor must have prior experience building vehicles for tactical environments and furnish references. Contractor employees requiring facility access or access to sensitive information must complete background investigations and security clearances. The acquisition is conducted under GSA Multiple Award Schedule authority using SIN 3361 (Law Enforcement and Fire Fighting Vehicles), SIN 336992 (Protective Equipment), and/or SIN 3361V (Vocational Vehicles). STATEMENT OF WORK

PROJECT TITLE: Armored Multi-Functional Critical Incident Vehicle (aka: The Rook or Equal)

1. BACKGROUND: The purpose of this Statement of Work (SOW) is to procure Armored Multi-Functional Critical Incident Vehicles to assist the U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) and the SRT / Tactical Teams Program. The specialized capabilities that ERO SRT / Tactical Teams Programs provide play a critical role in conducting specialized missions and making communities safer. ERO is working to ensure that they can provide comprehensive and effective support to enhance mission execution. The ERO SRT / Tactical Teams Program is responsible for providing vital support services to the ICE Director and ERO leadership by maintaining situational awareness of ICE’s operational capabilities and significant events, facilitating communication between ICE/ERO Headquarters and field offices, and reporting on terrorism-related and other significant incidents from across the areas of responsibility for ICE/ERO, as well as operating in any environment.

2. PROGRAM OFFICE DESCRIPTIONS:

2.1. ICE ERO SRT / Tactical Teams Programs: The ERO SRT / Tactical Teams Program has a need to procure modern and capable Armored Multi-Functional Critical Incident Vehicles that will provide armored protection and capabilities to offer an armored elevated platform, grappling system to pull down items blocking the path of operations, and a Vehicle Extraction Tool, all in one, in order for ICE/ERO to be able to take control of emerging crisis and move forward to execute a plan to address the threat present, be it a Tier-1 event, national emergency, conducting criminal warrant service, providing disturbance control, or national security efforts.

The Government intends on procuring Armored Multi-Functional Critical Incident Vehicles that are reliable, mobile, and agile in austere environments and capable of full interoperability with the existing ICE/ERO environments and being able to assist with criminal warrant service missions and civil disturbance control where items are placed to block-in or trap responders.

3. SCOPE: This SOW describes the requirements for the Armored Multi-Functional Critical Incident Vehicles ERO SRT / Tactical Teams intends to procure.

3.1 This acquisition is conducted under the authority of the GSA Multiple Award Schedule (MAS) SIN 3361 - Law Enforcement and Fire Fighting Vehicles, (MAS) SIN 336992 Protective Equipment, and/or (MAS) SIN 3361V – Vocational Vehicles. The primary statutory authorities for MAS are Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 253(c)(1), and Title 40 U.S.C. 501, Services for Executive Agencies. If no such contract exists to allow for procurement at a reasonable price and with all warranties and service needed, a contract for purchase will be produced through official processes.

The specification below provides an overview of the build requirements for ERO’s Armored Multi-Functional Critical Incident Vehicles. The contractor shall furnish all labor, management, travel, and any equipment/supplies required to perform the support services defined in this SOW. The equipment listed in this SOW is to maintain consistency and interoperability with systems in other vehicles already owned by ICE/ERO or currently in the build/manufacturing process.
