About this file

This document is an Architect-Engineer (A/E) selection criteria attachment for a Department of Veterans Affairs (VA) acquisition governed by FAR Part 36.602-1 and VAAM Part M836.602-1. Firms will be evaluated on eight criteria in descending order of importance: Professional Qualifications, Specialized Experience and Technical Competence, Capacity to Accomplish the Work, Past Performance, Construction Period Services, Record of Significant Claims, Set-Aside status, and Location (tiebreaker).

Professional Qualifications requires submission of single-page resumes for Project Managers and Designers of Record, with all Designers of Record professionally registered in their discipline. Each resume must include 2-5 completed projects demonstrating relevant experience and show minimum 5 years professional experience plus 5 years with current firm (2021-2026 timeframe). Required Designer positions include Architect, Instrumentation and Controls professional, Estimator, Electrical Engineer, Fire Protection Engineer, Industrial Hygienist, Mechanical Engineer, Plumbing, Project Manager, Structural Engineer, and Commissioning Agent. Specialized Experience submissions must document firm personnel competence in comparable projects, providing up to 5 substantially completed projects (85% construction completion) with detailed scope descriptions, costs, and timelines, plus tables comparing estimated costs with bid/award amounts and team member participation. Capacity to Accomplish the Work requires listing current projects exceeding $20,000 design fees, present workload percentages, key personnel availability, delivery schedule performance history, and VA contract awards from the previous 12 months. Past Performance evaluation requires CPARS reports or Past Performance Questionnaire (PPQ) evaluations submitted directly to designated VA contacts (Donteana.Gibbs@va.gov and Aaron.Holmes@va.gov), assessed on relevance and recency within 5 years. Construction Period Services must demonstrate field inspection, submittal review, and change order support experience through minimum 3 comparable projects. Record of Significant Claims requires disclosure of any claims against the firm within 5 years for improper or incomplete A/E services. The acquisition is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms, requiring SBA Dynamic Small Business Search registration and signed VAAR 852.219-75 clause at submission. Location serves as tiebreaker using Google Maps distance measurement from Central Virginia VA Health Care System in Richmond, VA, calculated from the primary project team office location.
