About this file
This is a modification to a pre-solicitation notice announcing a Request for Standard Form 330s (SF-330s) for an Architect-Engineering (A/E) contract. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6, located in Hampton, Virginia (ZIP 23667), is seeking qualified A/E firms to provide design and construction period services for project 652-25-111, Repair USP 800 AC-59, at the Central Virginia VA Health Care System in Richmond, Virginia. The requirement involves evaluating and designing modifications to Air Handler Unit 59 to ensure existing pharmacy spaces comply with current VA requirements. This is a 100% set-aside for service-disabled veteran-owned small business (SDVOSBC) firms, with interested vendors required to be registered in the SBA Dynamic Small Business Search database. The SF-330s (Parts I and II) are due by 5:00 PM Eastern Time on March 12, 2026, with responses submitted to Contract Specialist Donteana Gibbs (Donteana.Gibbs@va.gov, 757-251-4109) and Contracting Officer Aaron Holmes (Aaron.Holmes@va.gov).
The modification addresses three clarification questions regarding team composition and submission requirements. Each team member must have a minimum of five years of professional experience and a minimum of five years with the current firm—this requirement will not be waived or reduced. While positions must be individually filled, firms may submit a dual-role resume for a team member qualified in multiple disciplines (such as instrumentation and controls), though this carries contractor risk if the individual cannot fulfill both roles and delays in obtaining qualified personnel remain the contractor's responsibility. Selection criteria require firms to provide comparable project tables demonstrating experience with prior construction period services using Standard Form 330 pages, with a minimum of three comparable projects completed within the past five years. No further questions are accepted after 12:00 PM Eastern Time on March 3, 2026.

Modification to a Previous Notice
The purpose of this modification is to answer questions received.
1. Page 1 of Attachment B - Selection criteria: "Each resume shall demonstrate each team member years of professional experience and years with the current firm. Team members are required to have at least 5 years professional experience and at least 5 years with their current firm."
· Would you waive this requirement or reduce it to 3 years?
ANSWER: Each member on the team is required to have a minimum of five years with the current firm. This requirement will remain unchanged.
2. It is also requiring a "Instrumentation and controls professional" as a required role. Can we dual role this position or do we need a separate resume?
ANSWER: The positions are required individually filled. Should the contractor submit a resume for a team member who’s qualified to perform two roles this will not be rejected provided the qualifications of the team member merits consideration (EX: years of valid experience in the disciplines). This choice to provide this by the contractor would be at risk to the bidding contractor as government consideration of a dual person resume does not remove the individual position requirement from the bidding company to fulfill. NOTE: Delay in refilling the positions with qualified personnel would be that of the bidding contractor.
3. Page 1 Selection Criteria 2 reads, "The A/E firm shall provide a table of the comparable projects listed above comparing their IGE with the bid/award amount during construction" and page 3 section criteria 5 reads, "Provide a table of a minimum of three (3) comparable projects comparing estimate with the bid/award amount during construction. Provide up to three (3) completed projects in the past five (5) years that best illustrates the construction period services performed by the team."
ANSWER: Criteria 2 shall be addressed using the Standard Form 330 pages titled “Example Projects Which Best Illustrate Proposed Team’s Qualifications for This Contract,” with one page per requirement. Criteria 5 specifically evaluates experience during CPS. Firms must demonstrate experience providing CPS by submitting a table with three comparable projects within the last five years performed by the team.
No further questions will be accepted after 12PM ET 3/3/2026. The due date for SF 330’s remains 3/12/2026 at 5:00PM ET.
