About this file

This is a roof framing plan drawing document for the City of Murfreesboro's sealed bid procurement (ITB-20-2026) addressing roof structure and interior repairs at 519 E. State Street, a 1912-built residential property previously damaged by fire. The project encompasses complete removal and replacement of the roof structure, installation of new roofing materials, soffit and overhang work, electrical service reworking, drywall patching, flooring installation, insulation upgrades to R-30, bathroom and kitchen renovations, exterior door replacement, plumbing modifications, and final finishing work. A mandatory pre-bid meeting is scheduled for January 27, 2026, at 2:00 p.m. at the project site, with written questions due by January 28, 2026. Sealed bids must be received by February 11, 2026, at 2:00 p.m. CST, with public opening via Zoom. Contractors must achieve substantial completion within 45 calendar days from the Notice to Proceed, with liquidated damages of 1% of total contract value assessed per day for delays beyond day 46.

All bidders must be properly licensed Tennessee contractors and submit lump-sum pricing that is all-inclusive of labor, materials, equipment, services, and accessories. The project is funded through a Community Development Block Grant (CDBG) using federal funds and is subject to Davis-Bacon Act prevailing wage requirements, Section 3 employment and training mandates for lower-income residents, equal employment opportunity compliance, and non-discrimination standards. Contractors must employ licensed lead workers for any lead abatement work, as lead-based paint was identified on the front columns and bent metal exterior trim. Federal compliance requirements include debarment verification through SAM, anti-lobbying certifications, Copeland Anti-Kickback Act compliance, and domestic preference for U.S.-produced materials. The contract permits one progress payment up to 55% of the contract amount upon at least 60% project completion and City inspection approval, with final payment upon City completion inspection and homeowner acceptance. All work requires one-year warranties from the date of homeowner sign-off. Bonding requirements apply for contracts exceeding $250,000, with a 5% bid guarantee required for all submissions. Change orders exceeding $25,000 require Mayor and Council approval.
