About this file
This is a technical drawings document prepared for the Reevesville Water Line Improvements project in Dorchester County, South Carolina. The document serves as Attachment B to the Invitation for Bids and contains general notes, construction details, erosion control specifications, and plan sheets for the 8-inch water main installation project across multiple streets including Blossom Street, Main Street, Reeves Street, Johnston Avenue, and Heaton Street. The drawings include a comprehensive drawing index referencing plan sheets (C01-C06), standard details (D01-D02), traffic control details (D03-D04), and erosion control notes and details (G01-G03). Key construction specifications outlined in the general notes address contractor obligations including utility locating requirements through Palmetto Utility Protection Service, pipe deflection limitations for restrained joint piping, flowable fill requirements for roadway crossings and pavement restoration, and field cutting procedures prohibiting torch-cutting and requiring AWWA and ASTM compliance. The drawings detail fire hydrant placement requirements of minimum 10 feet from pavement edges, horizontal directional drilling specifications with restrained joint piping and air release valve installations, and standard water main bedding and pavement cut details.
The document establishes a comprehensive sequence of construction operations requiring NPDES stormwater discharge permit coverage from South Carolina Department of Health and Environmental Control prior to work commencement, pre-construction meetings, installation of erosion and sedimentation control measures including silt fence with specific fabric and post specifications, sediment tubes, construction entrances with stone pads, and temporary stockpile area management. Sediment and erosion control requirements mandate weekly inspections, maintenance of control devices during all construction phases, sediment removal when accumulation reaches one-third fence height, stabilization measures within fourteen days of work cessation except where precluded by weather, and permanent seeding schedules specifying application rates and planting dates for temporary measures such as grain rye or millet and permanent measures including bahia grass, bermuda grass, and lespedeza with associated limestone and fertilizer amendments. Standard construction details include water service line installations with meter box specifications, fire hydrant assemblies with protective collars and tie rods, valve and valve box installations with marker plates, pavement cut details specifying minimum depths and flowable fill requirements, water main bedding specifications requiring structural backfill compaction to 95 percent of modified Proctor maximum dry density, and air release valve pedestal assemblies. The drawings were dated June 2023 with revisions issued July 21, 2025, and were prepared by engineering personnel designated as CR (Project Engineer), SL/MCM (Design), and JC/OW (Checked By).
