About this file

This is a Proposal Worksheet attachment for Orange County, Florida's Request for Proposals (Y26-151) soliciting sealed proposals for Medicare Supplemental Plans and Medicare Part D Employer Group Waiver Plans. The County seeks qualified insurers to provide fully insured group coverage for county retirees and Medicare-eligible dependents across five Florida counties: Orange, Brevard, Osceola, Seminole, and Volusia. Proposers must offer a minimum of three Medicare Supplement plan options (Plans F, G, and N) and Medicare Part D EGWP plans at both low and high coverage levels. The sealed proposal deadline was initially set for May 7, 2026, at 4:00 PM EST, with a subsequent deadline of June 11, 2026, at 4:00 PM EST, both requiring electronic submission via the OpenGov e-Procurement Platform. The contract term is three years commencing January 1, 2027, with two optional one-year renewal periods. Proposers must demonstrate five years of retiree benefits experience for assigned personnel, maintain Centers for Medicare & Medicaid Services approval status, provide five client references with at least three from governmental entities with 5,000+ employees, and confirm current enrollment capability in the Orange County area.

The proposal worksheet requires detailed responses addressing plan administration qualifications, customer service capabilities, claims processing procedures, eligibility management integration with the County's current Third Party Administrator (Wex Health, Inc.), pharmacy network comprehensiveness, disease and case management programs, and reporting frequency. Proposers must confirm fully insured group billing arrangements, accept monthly eligibility updates and premium payments, provide online eligibility access, guarantee issue provisions with no pre-existing condition limitations, and commit to supporting up to three on-site annual enrollment meetings. The worksheet does not specify individual pricing within the attachment; however, reference plan rates are noted at $214.97 (Low Plan) and $377.00 (High Plan) for current proposed rates. The evaluation framework allocates 40 points for plan administration and staff qualifications, 15 points for technical approach to plan design and network services, and 45 points for the fee schedule, with additional bonus points available for hiring dislocated workers (up to 5 points), registered Service-Disabled Veteran subcontractors (up to 10 points), and registered SDV prime contractors (5 points). The County reserves the right to make multiple awards.
