About this file
This is a Technical Requirements document for a federal procurement by Oak Ridge National Laboratory (ORNL) for an Inductively Coupled Plasma Optical Emission Spectrometer (ICP-OES) system.
ORNL requires one new, complete ICP-OES system for quantitative multi-element analysis of environmental, geological, and aqueous samples, including soil and sediment digests, rock/mineral digests, sequential extractions, natural and saline waters, and solutions with elevated concentrations of major elements. The system must be optimized for robustness, broad concentration range, and reliable operation with complex/high-matrix samples rather than maximum throughput. Key technical requirements include: an inductively coupled argon plasma with vertical torch orientation suitable for high dissolved solids; both axial and radial plasma viewing capability; broad linear/dynamic analytical range; wavelength coverage of approximately 170-780 nm or broader with access to multiple analytical wavelengths; appropriate background correction and spectral interference tools; a complete, robust aqueous sample introduction system with internal-standard capability; an automated liquid autosampler; a computer workstation with current manufacturer-supported software providing instrument control, method development, calibration, multi-wavelength analysis, QC evaluation, and data export; and an appropriately sized recirculating chiller if required.
The quoted system must be new and current production (used, refurbished, or discontinued instruments are not acceptable) and shall include delivery to Oak Ridge, Tennessee; installation and checkout by a manufacturer-authorized engineer; on-site operator training; all necessary installation kits and components; a minimum one-year manufacturer warranty covering parts and labor; and U.S.-based technical and field service support. The vendor must identify the manufacturer, model, and country of origin and provide specification-by-specification response demonstrating compliance with all requirements. The complete system must be shipped no later than September 22, 2026, with installation and training expected to take approximately two working days. The procurement document notes that proposals unable to meet the required delivery date may be considered technically unacceptable. Preference will be given to manufacturers that can provide timely direct or authorized field service and technical support. The system must have electrical equipment certification by a U.S. OSHA-recognized Nationally Recognized Testing Laboratory (NRTL) such as UL, ETL/Intertek, CSA, or TÜV.

Inductively Coupled Plasma Optical Emission Spectrometer (ICP-OES)
1. Scope and Intended Application
Oak Ridge National Laboratory requires one new, complete Inductively Coupled Plasma Optical Emission Spectrometer (ICP-OES) system for quantitative multi-element analysis of environmental, geological, and aqueous samples.
The system will be used for samples spanning a broad range of elemental concentrations and matrix compositions, including soil and sediment digests, rock/mineral digests, sequential extractions, natural and saline waters, and solutions containing elevated concentrations of Fe, Al, Ca, Mg, Na, K, sulfate, and other dissolved constituents. The system should be optimized for robustness, broad concentration range, and reliable operation with complex/high-matrix samples rather than maximum sample throughput.
The proposed system shall be a new, current-production ICP-OES platform and shall include all hardware, software, sample introduction components, autosampler, installation, training, and accessories required to provide a fully operational system.
2. Minimum Technical Requirements
1. The instrument shall employ an inductively coupled argon plasma with a vertical torch/plasma orientation suitable for routine analysis of samples containing elevated dissolved solids and complex environmental and geological matrices.
2. The plasma system shall provide sufficient RF power and stability for analysis of samples containing high concentrations of major elements and shall incorporate design features that minimize matrix deposition and routine maintenance during high-matrix analysis.
3. The system shall provide both axial and radial plasma viewing capability, permitting selection or utilization of the appropriate viewing mode to optimize measurement of trace, minor, and major constituents across a broad concentration range.
4. The system shall provide a broad linear/dynamic analytical range that permits measurement of low-and high-concentration analytes while minimizing repeated sample dilution. This may be achieved through detector technology, signal attenuation, alternate plasma viewing, or an equivalent approach.
5. The spectrometer shall provide simultaneous or equivalent rapid multi-element optical emission measurement and wavelength coverage of approximately 170-780 nm or broader, with access to multiple analytical wavelengths for individual elements.

6. The optical/detector system shall provide appropriate background correction and tools for identification, avoidance, and/or correction of spectral interferences, including reliable measurement of ultraviolet emission lines.
7. The system shall include a complete, robust aqueous sample introduction system suitable for acidic digests, extracts, environmental waters, and samples containing elevated dissolved solids. The system shall support internal-standard introduction or equivalent online sample-addition capability and shall be readily user-serviceable for routine cleaning and maintenance.
8. The system shall include an automated liquid autosampler compatible with the proposed ICP-OES and suitable for unattended analysis of standards, blanks, QC samples, and routine environmental/geological samples.
9. The system shall include a computer workstation, all required software licenses, and current manufacturer-supported software providing instrument control, method development, calibration, multi-wavelength analysis, internal-standard and background correction, spectral-interference evaluation/correction, QC evaluation, automated sample sequences, data reprocessing, and data export.
10. If an external recirculating cooling system is required, an appropriately sized manufacturer-approved chiller shall be included. If an external chiller is not required, the vendor shall describe the instrument cooling system.
3. Safety and Regulatory Requirements
The proposed system shall be suitable for installation and operation in a U.S. Department of Energy research laboratory. Applicable electrical equipment shall have certification/listing by a U.S. OSHA-recognized Nationally Recognized Testing Laboratory (NRTL), such as UL, ETL/Intertek, CSA, TÜV, or equivalent OSHA-recognized organization. Documentation of applicable electrical/safety certification shall be provided upon request.
4. Installation, Training, Warranty, and Service Support
The purchase shall include delivery to Oak Ridge National Laboratory, installation and instrument checkout by a manufacturer-authorized service engineer, and on-site operator training covering routine operation, method development, maintenance, troubleshooting, and software. All installation kits, cables, fittings, tubing, and other components necessary to place the system into routine operation shall be included. The vendor shall identify any facility requirements not included in the proposal.
A minimum one-year manufacturer warranty covering parts and labor shall be included. The manufacturer shall provide established U.S.-based technical and manufacturer-authorized field service support for the proposed instrument, including service availability for Oak Ridge, Tennessee;
technical/application support; availability of replacement parts and consumables within the United States; and post-warranty preventive maintenance/service options.
Preference will be given to systems for which the manufacturer can provide timely direct or manufacturer-authorized field service and technical support.
5. Vendor Proposal Requirements
The proposal shall identify the manufacturer, model, and country of origin of the proposed system.
The vendor shall provide a specification-by-specification response demonstrating compliance with the requirements above and shall clearly identify any deviations or exceptions. Statements of general compliance without supporting technical information may be considered insufficient.
The quoted system shall include, as applicable:
• ICP-OES instrument and all required components;
• Automated liquid autosampler;
• Recirculating chiller, if required;
• Computer, software, and required licenses;
• Installation and instrument checkout;
• On-site training;
• Minimum one-year warranty;
• Initial consumables/accessories required for installation and instrument checkout; and
• Shipping/delivery charges.
The proposed instrument shall be new and current production. Used, refurbished, demonstration, discontinued, or end-of-life instruments are not acceptable.
6. Required Delivery Date
The complete ICP-OES system shall be shipped to Oak Ridge National Laboratory, Oak Ridge, Tennessee, no later than September 22, 2026.
The vendor shall provide the proposed delivery date in its quotation and explicitly confirm its ability to meet this required delivery date. Proposals that cannot meet the required delivery date may be considered technically unacceptable.
Installation and training may be scheduled separately following delivery, in coordination with ORNL and the manufacturer. This is expected to take approximately two working days.
