About this opportunity
Oak Ridge National Laboratory seeks to procure one new, complete Avio 220 Inductively Coupled Plasma Optical Emission Spectrometer system for quantitative multi-element analysis of environmental, geological, and aqueous samples, with proposals due September 9 and questions due September 4. This is a total small business set-aside under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees for manufacturers or 500 employees for nonmanufacturers.
Place of performance is Oak Ridge, Tennessee. The system must be new and current production (used, refurbished, or discontinued instruments are not acceptable), with delivery, installation, and on-site training completed by September 24. Technical requirements include an inductively coupled argon plasma with vertical torch orientation, axial and radial plasma viewing capability, wavelength coverage of approximately 170–780 nanometers or broader, broad linear/dynamic analytical range, complete aqueous sample introduction system with internal-standard capability, automated liquid autosampler, manufacturer-supported software for instrument control and data management, appropriately sized recirculating chiller if required, and one-year manufacturer warranty covering parts and labor. The system must have electrical equipment certification by a U.S. OSHA-recognized Nationally Recognized Testing Laboratory. U.S.-based technical and field service support is required. Offerors unable to meet the September 24 delivery date may be deemed technically unacceptable.
Award will be made to the lowest priced, technically acceptable proposal. Offerors must submit firm fixed price quotes with the completed Bill of Materials, proposed delivery schedule, Abbreviated Representations and Certifications (BSD-CS-2260), Service Contract Labor Standards exemption certification, authorized reseller certification, calibration certification with SI traceability, and operating/maintenance manuals. Shipping terms specify FOB Destination for domestic shipments and Delivered at Place for international shipments. The offer validity period is 90 days. The procurement officer is Haden Wesley at WesleyHM@ORNL.gov.
