This solicitation seeks proposals for a Multiple Award Delivery Task Order Contract for construction, design, and/or design-build projects. The U.S. Department of Agriculture will award multiple task order agreements for projects at facilities in Washington D.C. and Beltsville, Maryland. A two-phase evaluation process will be utilized, with Phase 1 involving the submission of business and financial information as well as past experience for review. Offerors must submit a surety letter demonstrating a minimum of $4 million for a single project and $10 million in aggregate or their response will be considered non-responsive. Phase 2 will evaluate past performance, team organization, key personnel and approach, pricing factors, and oral presentations for offerors invited to participate based on Phase 1 evaluations. The resulting contracts will follow Federal Acquisition Regulation Part 36 policies and procedures.
