PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS
BUSINESS ETHICAL CONDUCT AND PROCUREMENT INTEGRITY
Offerors are prohibited from contacting any USDA staff regarding this RFP, except as listed herein. To protect the procurement integrity of this requirement and to avoid the appearance of an unfair advantage to any Offeror, interested Offerors shall not contact the program office or any other USDA staff directly, but shall direct all inquiries to the Contracting Specialist and/or Contracting Officer.
Proposals received from Offerors that do not comply with this requirement will result in not being considered for award.
OVERVIEW
This Request for Proposal (RFP) is seeking to award multiple Task Order agreements to Contractors for construction, design, and/or design build projects from projects at USDA facilities in Washington DC and Beltsville, MD.
This solicitation and resulting contract shall follow the policies and procedures in accordance with Federal Acquisition Regulation (FAR) Part 36.
For the purposes of this solicitation, the Government will utilize a Two-Phase advisory down-select evaluation process. In Phase 1, interested Offerors will submit Offeror business information, financials, proof of bonding capacity and past project experience for review and consideration by the Government. Offerors who do not submit a Surety letter meeting the minimum amounts of $4M single and $10M aggregate will be considered a non-responsive submission. Non-responsive responses will not compete in Phase 2 and will not have their prior experience evaluated. The Government will evaluate the performance capability proposals in accordance with the criteria described herein.
Offerors meeting the bonding capacity requirements and with highly competitive Prior Experience will be sent an Advisory Notice inviting them to participate in the Phase 2 proposal process. An estimated six (6) Offerors will be invited to participate in Phase 2, but the number of Offerors invited will be made at the Government’s sole decision. Based on the quality of offers received, the Government reserves the right to forego the advisory down-select process.
Based on the information submitted, an Advisory Non-Recommendation Notice will be sent to Offerors unlikely to be a viable competitor. The intent of this distinction is to minimize proposal development cost for those offerors with little or no chance of receiving an award. However, notwithstanding the advice by the Government in response to their Phase 1 submission, all responsive offerors in Tabs A through E may choose to participate in Phase 2.
In Phase 2 of this process, the Government will evaluate past performance, team organization, key personnel & approach, price factors and oral presentations. Those Offerors selected for Phase 2 will be provided the technical requirements package for the project after the completion of Phase 1.

I. GENERAL
A. DESCRIPTION
The USDA Office of Operations, Facilities Management Division (OO/FMD) is seeking to award a Multiple Award Delivery Task Order Contract (MATOC) for construction, design, and/or design build projects at the Department of Agriculture (USDA) Headquarters South and Whitten Buildings in Washington, DC, the George Washington Carver Center (GWCC) in Beltsville, MD, and the nearby National Agricultural Library (NAL) in Beltsville, MD. This MATOC is reserved for Service-Disabled Veteran Owned Small Businesses (SDVOSB). Proof of SDVOSB designation will be verified using www.sam.gov.
B. BACKGROUND
The USDA South Building, one of the largest federal office buildings, was built between 1930 and 1936;
provides space for approximately 4,600 employees and is located south of the National Mall on Independence Avenue between 12th and 14th streets, S.W., Washington, DC. The building is listed on the National Register of Historic Places and shall be treated as a historic building. Therefore, the knowledge of historic preservation principles and procedures related to design, review submissions and working experience is significant. The building is a six (6) story steel frame building with a sub-basement, basement and attic. It has seven (7) wings with a headhouse (Independence Ave side), tail house (C street side) and six (6) courtyards. The building comprises over 2.2 million gross square feet with over seven miles of corridors.
The Jamie L. Whitten Building, originally known as the Administration Building, was built in two phases.
The L-shaped, East and West wings were built from 1904 thru 1908. The Central Section which grosses over 380,000 square feet, was built from 1928 thru 1930. This is the only Federal Building that faces the National Mall and it is also in the National Register of Historic Buildings.
The U.S. Department of Agriculture George Washington Carver Center (GWCC) in Beltsville, Maryland is an office complex built in 1997 that provides office space for approximately 1,000 employees. It consists of four buildings and is over 360,000 square feet.
MULTIPLE AWARD DELIVERY TASK ORDER CONTRACT (MATOC) FOR CONSTRUCTION, DESIGN, AND/OR DESIGN BUILD PROJECTS
The National Agricultural Library (NAL) is housed in the Abraham Lincoln Building located in Beltsville, Maryland, and is one of just five national libraries. Completed in 1969, the facility is approximately 340,000 square feet and consists of a 17-story tower building with a 2-story administrative wing. NAL houses one of the world’s largest collections of agriculture and its related sciences, with many materials not available anywhere else in the world.
C. REQUIRED SERVICES
General project descriptions shall be derived from the Statement of Work (SOW) of each individual Delivery Task Order (DO/TO) that is issued. The work may consist of multi-discipline architectural/engineering (A/E) services, construction, or both. These services include, but are not be limited to, the following categories of work: construction, facility investigations, design, design build, interior and exterior renovations, tenant build out, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire alarms, communications, escalator and elevator repairs, abatement of hazardous materials such as asbestos and lead paint, site-work, landscaping, masonry, roofing, waterproofing, waterproofing by epoxy injection, concrete, plaster, asphalt paving, painting, storm drainage, demolition and other construction-related work.
The A/E services mentioned above shall also include, but are not limited to, surveys; testing; reports;
concept studies; all aspects related to designs, specifications, drawings and cost estimates including interacting with CFA, NCPC and SHPO for section 106 compliance with the Historic Preservation;
construction monitoring and inspection services, as may be required under each Delivery Task Order.
All drawings shall be prepared with Autodesk AutoCAD version 2015 or higher. The designs shall be signed & sealed by a licensed architect and/or professional engineer (PE), registered within the District of Columbia (D.C.) for work performed in Washington D.C. and in Maryland for the work performed in Maryland.
The design and construction services shall comply with all life-safety requirements, National Electrical Code, OSHA, NEMA, NFPA, International Building/Mechanical/Plumbing codes, ASHRAE standards, and all applicable Local, Federal Codes and Regulations.

A. In Accordance with AGAR 452.216-73 MINIMUM AND MAXIMUM CONTRACT AMOUNTS (FEB
1988)
During the period specified in FAR clause 52.216- 19 Order Limitations, the Government shall place orders totaling a minimum of $5,000.00, but not to exceed the aggregate amount of $3,200,000.00 annually.
The cumulative contract amount for all Delivery Task Orders (DO/TO) under a single IDIQ shall not exceed $16,000,000.00 over the base year plus four option years.
The guaranteed minimum amount for each resultant award is $5,000.00 for the life of the contract.
The minimum ordering limit per Delivery Task Order is $2,000.00 and the maximum ordering limit per Delivery Task Order is shall not exceed the maximum annual amount for IDIQ.
B. PERIOD OF PERFORMANCE
The Period of Performance for all contracts resulting from this solicitation shall consist of a base year and four (4) option years, exercised if there is a need and funding available.
C. CONTRACT LINE ITEMS
a. Offerors who are advised to participate in Phase Two will be requested to enter unit prices for the base plus all option periods contract line items in the PROPOSED CONTRACT LINE ITEMS FOR WASHINGTON DC AND MARYLAND LOCATIONS (ATTACHMENT E). The unit pricing provided in ATTACHMENT E shall be considered a not-to-exceed unit price for all Delivery Task Orders. When developing price quotes for individual Delivery Task Orders, Contractors are encouraged to re-evaluate their unit prices and submit more competitive rates. Unit prices shall include all Overhead, Mark-up, Profit and General Conditions to complete the Work.
When required by the Contracting Officer, Payment and Performance Bonds will be added to the cost of the work without Mark-up.

II. SUPPLEMENTAL DESCRIPTION
A. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
The Contractor shall furnish all necessary labor, parts, tools, materials, equipment, supervision, and appurtenances to perform the work described in Section A - GENERAL. The work shall be performed when authorized by any Delivery Task Order (DO/TO) which shall be performed in accordance with Section C – SUPPLEMENTAL DESCRIPTION. Only a Contracting Officer (CO) assigned to USDA-DA-OCP- POD shall be authorized to issue Delivery Task Orders under this awarded contract., unless otherwise indicated by the contract.
B. SCHEDULES, REPORTS & INVOICING
1. GENERAL COORDINATION:
Coordinate both the procedural timing and the listing (naming and sequencing) of activities required by provisions of this section and other sections, for consistency and logical coordination between submitted lists.
2. CONSTRUCTION PROGRESS SCHEDULE
Refer to FAR 52.236-15 Schedules for Construction Contracts (APR 1984).
3. SCHEDULING OF WORK:
Before any of the work within the Scope of the contract is started, the Contractor shall confer with the Office of Operations, Facilities Management Division, to agree on a sequence of procedure; means of access to premises and buildings; delivery of materials, and use of approaches; use of corridors, stairways, elevators, and eating spaces for Contractors and their subcontractors. It is the sole responsibility of the Contractor to field verify all site conditions to ensure accuracy of drawings, scopes of work and work plans.
Occasionally some furniture might be left in a space where work is scheduled and, in this case, the Contractor should move the furniture as required to do work and move it back when work is completed as part of scope. This is an exception and not the rule.
Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel. The designated location and time of material delivery shall be determined by an Office of Operations, Facilities Management Division representative/CO/COR, or on the Delivery Task Order.
The work shall be done in designated sections or divisions and confined to limited areas, which shall be completed before work in other sections or divisions, is begun.
All temporary utility service outages that are required for the performance of work shall be scheduled 72 hours in advance with the Office of Operations, Facilities Management Division, Project Manager, MULTIPLE AWARD DELIVERY TASK ORDER CONTRACT (MATOC) FOR CONSTRUCTION, DESIGN, AND/OR DESIGN BUILD PROJECTS and other appropriate offices, depending on the activities being performed. These offices may include but are not limited to: Operations and Maintenance Branch, Engineering Branch, and Occupational Safety and Sustainability Division.
4. SUBMITTAL SCHEDULE
SHOP DRAWINGS AND SAMPLES: Submittals shall be submitted prior to execution of initial Delivery Task Order for this Contract and submittals covering recurring items shall upon approval, remain as standard for remainder of Contract. Where new or differing materials or items are encountered, on a Delivery Task Order, provide appropriate submittals for approval.
Contractor: Review period of five (5) business days starting from the date of submission will be required for checking and appropriate action by the Contracting Officer’s Representative and the return of these items.
Resubmission of rejected items shall be made within five (5) business days from the date of the rejection letter.
Unless otherwise specified, schedules, certificates, and samples shall be submitted not later than five
(5) business days after the receipt of Notice to Proceed. Shop drawings shall have the Contractor’s stamp of approval on each drawing, signed and dated as evidence of the Contractor’s verification and coordination of the items submitted.
Each submittal shall be covered by an appropriate Contractor’s transmittal letter and sent to the Office of Operations, Facilities Management Division.
5. INVOICING
Contractor shall submit certified payrolls for the work performed under their Delivery Task Order on a weekly basis to the CO. Invoices shall be submitted to The Invoice Processing Platform (IPP) and include a scanned copy of the applicable certified payroll. IPP can be accessed at https://www.ipp.gov/. Submitted invoices not including certified payrolls are subject to rejection and will be required to be re-submitted.

2. COORDINATION AND MEETINGS
General: Prepare and distribute to each entity performing work at project site, a written memorandum of instructions on required coordination activities, including required notices, reports and attendance at meetings. Prepare similar memorandum for separate contractors where interfacing of work is required.
Coordination Drawings: Refer to FAR 52.236-21 Specifications and Drawings for Construction (FEB 1997) for general coordination and shop drawing requirements.
a. Work by Separate Entities: Where work by separate entities requires off-site fabrication of products and materials which must be accurately interfaced and closely intermeshed to produce required results, prepare coordination drawings to indicate how work shown by separate shop drawings will be interfaced, intermeshed and sequenced for installation. Comply with submittal requirements provided in Section C. 4. SUBMITTALS.
b. Work installed with prior approval: Any work installed prior to approval of coordination drawings shall be at the Contractor’s risk. Subsequent changes required to avoid interference with other installed work shall be made without additional expense to the Government. In case interference develops, the Contracting Officer will decide which work shall be relocated, regardless of which was installed first.
Coordination of Trades: Coordinate work for different trades so that interference between mechanical, electrical, architectural, and structural work, including existing services, will be avoided and within limits indicated, the maximum practical space for operation, repair, removal, and testing of equipment is provided. Keep pipes, ducts, conduit, and the like as close as possible to ceiling slab, walls, and columns to take up a minimum amount of space. Locate pipes, ducts, and equipment so that they do not interfere with the intended use of eyebolts and other lifting devices. A coordination meeting between trades must be performed on a scheduled basis to avoid installation and scheduling conflict.
Pre-Construction Meeting: After the MATOC is issued to the Contractor, but before the first Delivery Task Order has been placed, a pre-construction meeting will be held. This conference will be chaired by the Contracting Officer and is intended to acquaint the Contractor with the Government procedures and policies that affect administration of the contract. Minutes of the meeting should be made and shall become part of the official contract file. The agenda should include but not be limited to the following:
a. GENERAL: A review of the contract specifications, units of measurements, safety regulations, EEO requirements, and Agency/Contractor relationships.

b. PROCEDURES: Delivery Task Order s, inspections, submittals, invoices, and liquidated damages.
c. ADMINISTRATIVE ITEMS: Contractor parking, material storage, security, access to buildings, and other items unique to the area or contract.
3. ADMINISTRATIVE / SUPERVISORY PERSONNEL
General: In addition to a General Superintendent and other administrative and supervisory personnel required for performance of the work, provide specific coordinating personnel as specified herein.
Environmental Control Officer: The Contractor shall designate one of their staff as an “Environmental Control Officer” whose duties shall include the responsibility for enforcing the environmental protection provisions of these specifications including safety and health; the requirements of the Occupational Safety and Health Act; and other applicable Federal, state and local standards. As outlined in the applicable sections of the specification, the Contractor shall submit, for approval the intended traffic flow plan, security plan, program for temporary structures, housecleaning plan, demolition program, and safety and health plan. After approval by the Contracting Officer, the implementation and enforcement of these programs shall become the responsibility of the Environmental Control Officer. Any changes in the programs must be requested by the Contractor through the Environmental Control Officer by written concurrence to the Contracting Officer.
Project Coordinator: Provide a Project Coordinator who is experienced in administration and supervision of building construction including mechanical and electrical work, and who is hereby authorized to act as the general coordinator who interfaces between units of work. For the purpose of this provision, “interface” is defined as: the scheduling and sequencing of work, sharing of access to work spaces, installation, protection of each other’s work, cutting and patching, tolerance, cleaning, selections for compatibility, preparation of coordination drawings, inspections, tests and temporary facilities and services.
Submittal of Staff Names, Duties: Within 15 days of the contract award date, submit a listing of Contractor’s principal staff assignments and consultants, naming persons and listing their addresses and telephone numbers.
4. LIMITATIONS FOR USE OF SITE
General: In addition to site utilizations and requirements shown on drawings, and indicated by other contract documents, administer allocation of available space equitably among entities needing access and space, so as to produce the best overall efficiency in performance of total work of project.
Scheduled deliveries as to minimize space and time requirements for storage of materials and equipment on site.
Occupancy of Premises: The premises will be occupied during performance of work under the contract.
Parking Facilities: There will be no parking available onsite during normal working hours. The Contractor and his employees shall make their own arrangements for vehicle parking.

Loading Dock Facilities: The Government will permit use of loading dock facilities on a first come first served basis and Contractors will not be prioritized over other loading dock users. Parking for one Contractor vehicle will be permitted, when prior arrangements are made, in a general area, not a reserved space.
Storage or Sale of Equipment on Site: Storage or sale of excess salvageable material on the site is not permitted. The excess materials are to be removed from the jobsite.
5. SPECIAL REPORTS
General: Except as otherwise indicated, submit special reports to the CO & COR within one day of occurrence requiring special reports, other trades, and contractors affected by the occurrence must also be notified in a timely manner to prevent disruption of work.
Reporting Accidents: Refer to Subsection “Safety and Health”.
Reporting Unusual Events: When an unusual/significant event occurs onsite (examples: visit by news media, inclement weather phenomena, etc.), prepare and submit a report listing the chain of events, people involved, response by Contractor’s personnel, evaluation of results or effects, and similar pertinent information. When such events are known or predictable in advance, advise the CO & COR in advance at earliest possible date.
6. TRADESPERSONS AND WORKMANSHIP STANDARDS
General: Tradesman performing work onsite shall be skilled and knowledgeable in the methods and craftsmanship needed to produce quality workmanship. Remove and replace work that does not comply with workmanship as specified and recognized in the construction industry standards. Remove and replace other work damaged or deteriorated by faulty workmanship.
Electrical Personnel: Journeyman electricians must have received and successfully completed a minimum of four (4) years in apprenticeship program from an accredited instruction and have in their possession a journeyman’s license.
The Government reserves the right to exclude, remove or dismiss any contractor or employee thereof that the Government deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment would jeopardize the progress or completion of the project. The Government reserves the right to complete processing of security documentation for Contractor personnel assigned to work within restricted access areas prior to access to such areas by Contractor personnel.
7. INSPECTIONS, TESTS AND REPORTS
General: Required inspection and testing services that are required by the specifications are intended to assist in determination of probable compliance of work with requirements, but do not relieve the Contractor of the general fulfillment of the contract document requirements. Specified inspections and test are not intended to limit the Contractor’s quality control program, but to verify that the service, MULTIPLE AWARD DELIVERY TASK ORDER CONTRACT (MATOC) FOR CONSTRUCTION, DESIGN, AND/OR DESIGN BUILD PROJECTS manufacture, or product qualifies and meets the specified minimum requirements. The Contractor must afford reasonable access to agencies performing tests and inspections.
When the Contractor completes the work, in accordance with the terms of this contract, the Contractor shall not activate any system or systems involved until inspected and approved by the Government. The COR will measure and inspect the quality of the work accomplished, verify that it meets the specification requirements, and executes an Inspection Form (GSA Form 220) on the quantities accepted.
Failure on the Contractor’s part to notify the COR that the work is completed and obtained the required inspection will be causing to hold the Contractor fully liable for all costs of damages, delays or outages to the system involved with this contract.
8. EXECUTION
GENERAL INSTALLATION PROVISIONS
Manufacturer’s Instructions: Where installations call for manufactured products, comply with manufacturer’s applicable instructions and recommendations for installation.
Inspect each item of materials or equipment immediately prior to installation and reject damaged and defective items.
Install work during conditions of temperature, humidity, exposure, forecasted weather, and status of project completion which will ensure best possible results for each unit of work, in coordination with the entire project. Isolate each unit of work from non-compatible work, as required to prevent deterioration. Follow the manufacturer’s requirements and standards pertaining to the temperature requirements and limitations of the product to be installed.
9. CUTTING AND PATCHING
General: Do not cut-and-patch structural work in a manner resulting in reduction of load-carrying capacity or load/deflection ratio; submit proposed cutting and patching to the CO & COR with all related drawings, cut sheets, and details required for review and structural approval before proceeding. Do not cut-and-patch operational elements and safety-related components in a manner resulting in reduction of capacities to perform in manner intended or resulting in decreased operational life, increased maintenance, or decreased safety. If operational elements and safety-related components are damaged or malfunction during the process of your work those items must be replaced new or an equivalent accommodation must be made.
Materials: Except as otherwise indicated or approved by the CO & COR, provide materials for cutting-and-patching which will result in equal-or-better work than work being cut-and-patched; in terms of performance characteristics and including visual effect where applicable. Use materials identical to the original materials where feasible and where recognized that satisfactory results can be produced thereby.

Temporary Support and Protection: To prevent failure, provide adequate temporary support for work to be completed. Do not endanger other work or individuals preforming the work. Provide adequate protection of other work during cutting-and-patching, to prevent damage; and provide protecting of the work from adverse weather exposure. Submission of a jobsite / work area protection plan is required with the submission of the Contractor’s work/activity schedule.
Cut work by methods least likely to damage work to be retained and work adjoining.
Patch with methods, which are durable and as invisible as possible. Comply with specified tolerances for the work.
Restore exposed finishes of patched areas, and where necessary, extend finishes restoration onto retained work adjoining, in a manner which eliminate evidence of patching. Where patch occurs in a smooth painted surface, extend final paint coat over entire unbroken surface containing patch, after patch area has received prime and base coats.
10. CLEANING AND PROTECTION
General: During handling and installation of work on the project site, clean and protect work in progress and adjoining work on a basis of perpetual maintenance. At minimum, perform daily sweeping, dusting, and little pick-up in occupied buildings that are under construction. Apply suitable protective covering on newly installed work where appropriate in order to ensure freedom from damage or deterioration; otherwise, clean and perform maintenance on newly installed work as frequently as necessarily through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.
Limiting Exposure of Work: Supervise performance of work in a manner and by means which will ensure that none of the work, whether completed or in progress will be subjected to harmful, dangerous, damaging, or otherwise deleterious exposure during the construction period. Such exposures include (but are not limited to); Static loading, dynamic loading, internal pressures, external pressures, high or low temperatures, thermal shock, high or low humidity, air contamination or pollution, water, ice, solvents, chemicals, light radiation, puncture, abrasion, combustion, electrical current, high speed operation, improper lubrication, unusual wear, misuse, excessive weathering, unprotected storage, improper shipping/handling, theft and vandalism.
11. ENVIRONMENTAL PROTECTION
Solid, Liquid, and Gaseous Contaminants: Contractor shall be responsible for the proper disposal of all solid, liquid, and gaseous contaminants in accordance with all local codes and regulations, together with the following requirements:
a. Discharge gaseous contaminants so that they will be sufficiently diluted with fresh air to reduce the toxicity to an acceptable level.
b. Liquid contaminants may, subject to local utility standards, be diluted with water to a level of quality acceptable in the local sewer system or shall be contained in approved vessels for disposal at approved sites.

c. Disposal of such items (Solid, Liquid, and Gaseous Contaminants) must be detailed in the Contractor’s jobsite/workplace protection plan.
Disposal of debris: Remove debris resulting from construction operations on the jobsite. In no case, shall Contractor’s debris be disposed of by transfer to Government containers.
Covered Chutes: All chutes used for refuse disposal, shall be covered, or of such a design to fully confine the material to prevent the dissemination of dust.
Trucking:
a. Load all trucks leaving the site with loose debris in a manner that will prevent dropping of materials. Fasten suitable tarpaulins over the load before they enter surrounding paved streets.
b. The Contractor and all subcontractors that are delivering materials to the site shall conform to all local regulations regarding load limits.
Noise Control: Comply with all applicable state and local laws, ordinances, and regulations relative to noise control. Equipment to be employed on this site shall not produce a noise level exceeding the following limits in decibels (dB) at a distance of 50 feet from the equipment under tests. If an activity is scheduled that will make noise more than the stated noise ordinances, the CO/COR must be notified prior to performing the work.

D. SUBMITTALS
1. GENERAL
DESCRIPTION OF REQUIREMENTS:
The types of submittal requirements specified in this section include shop drawings, product data, Project schedule/jobsite activity schedule, samples, certificates of conformance or compliance, certified test or inspection reports, and miscellaneous work-related submittals. Individual submittal requirements are specified in applicable sections for each unit of work.
Definitions: Work-related submittals of this section are categorized for convenience as follows:
a. Shop Drawings: Include specially prepared technical data for this project, including drawings, diagrams, performance curves data sheets, schedules, templates, patterns, reports, calculations, details, instructions, measurements and similar information not in standard printed form for general application to a range of similar projects.

b. Product Data: Include standard printed information on materials, products and systems; not specially prepared for this project, other than the designation of selections from among available choices printed therein.
c. Project schedule/jobsite activity: The project schedule provides a graphical representation of predicted task, milestones, dependencies, resources requirements, task duration, and deadlines.
The schedule should inter-relate all project activities on a common timeline. The schedule should be detailed in multiple subcategories of every activity to be performed during the life of the project. The project schedule must be submitted to the CO/COR for approval prior to the Contractor beginning work onsite. The schedule will be used to accurately track project progress and contractor payments.
d. Samples: Include both fabricated and un-fabricated physical examples of materials, products and units of work; both as complete units and as smaller portions of units of work; either for limited visual inspection or (where indicated) for more detailed testing and analysis. Mockups are a special form of samples, which are too large or otherwise inconvenient for handling in specified manner for transmittal of sample submittals.
e. Certificates of conformance or compliance: Documents attesting that a product complies with a specific standard.
f. Certified test – or inspection: Reports are documents attesting that product meets a specified level of performance or quality when a prototype specimen is tested or inspected in accordance with a specified procedure and consist of a certified statement by the product supplier or Contractor accompanied by a complete report of the inspection or test.
g. Controls: Miscellaneous submittals related directly to the work (non-administrative) include warranties, copies of industry standards, record drawings, field measurements, materials applicable to the work and not processed as shop drawings, product data samples, certificates of conformance or compliance, or certified test reports.
2. GENERAL SUBMITTAL REQUIREMENTS
General:
a. See FAR 52.236-21 Specifications and Drawings for Construction. (FEB 1997), except submit one
(1) reproducible shop drawing and one (1) whiteprint copy of same to the Contracting Officer.

e. Each submittal shall be covered by an appropriate Contractor’s submittal letter and sent to the Office of Operations, Facilities Management Division, Repair and Alterations Branch.
f. When shop drawings are requested by the issuing order official, an additional seven (7) business days shall be added to the indicated contract time for completion.
E. TEMPORARY FACILITIES
DESCRIPTION OF REQUIREMENTS:
Definitions: Specific administrative and procedural minimum actions are specified in this section, as extensions of provisions in other contract documents. These requirements have been included for special purposes as indicated. Nothing in this section is intended to limit types and amounts of temporary work required, and no omission from this section will be recognized as an indication that such temporary activity is not required for successful completion of the work and compliance with requirements of contract documents. Provisions of this section are applicable to, but not limited to, utility services, construction facilities, security/protection provisions, and support facilities.
2. JOB CONDITIONS:
General: Establish and initiate use of each temporary facility required for proper performance of the work. Terminate use and remove facilities at earliest reasonable time, when no longer needed or when permanent facilities have, with authorized use, replaced the need.
Conditions of Use: Install, operate, maintain and protect temporary facilities in a manner and at locations that will be safe, non-hazardous, sanitary and protective of persons and property, and free of deleterious effects.
Existing Equipment on Site: Protect equipment that is to remain in place within the area of contract operations and protect it against damage or loss. Store equipment that is removed in performance of work, where directed by drawings and specifications. Equipment temporarily removed shall be protected, cleaned and replaced equal to its condition prior to starting works. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
3. TEMPORARY UTILITY SERVICE
Premises are supplied with water and electrical services that may be used in this work, subject to regulations of the Government agency in control. The Contractor shall make his own arrangements for such services. Where non-potable water is used, mark each outlet with health hazard warning signs.
Sanitary Facilities: Contractor’s personnel may use toilet rooms on the premises subject to regulation and control of the Contracting Officer or their designated representative.

Temporary use of an existing elevator shall be arranged by the Office of Operations, Facilities Management Division and is subject to their control. Such use will be of an intermittent nature. The Contractor shall provide and maintain suitable and adequate protective coverings for this hatchway entrances and the interior of the cab during the period of temporary use, provide his own qualified operator, as required, and be responsible for any damage due to his fault or negligence. Loads more than the rated capacity of the elevator will not be permitted. The Government will bear the cost of the electric current for the operation of the elevator. On completion of the work, the Contractor will remove the protective covering together with any resultant direct and debris and leave the equipment in a condition equal to that in which he found it. A Government representative will verify acceptance of the elevator’s condition once the Contractor removes the protective coverings and debris. Where freight elevators exist in a building, they shall be the only ones used for transporting materials.
