1 Introduction

Thank you for allowing International Roll-Call® Corporation (IRC) the opportunity to provide the following proposal to the Oregon Senate (Senate) for the purpose of replacing the current tri-color LED message displays and tri-color Member name voting displays.

Since 1936, IRC has focused on providing voting and legislative process solutions, displays, and related support to State Legislatures and local government entities throughout the United States of America, as well as the U.S. House of Representatives. In each case, the IRC products are designed around the unique and integral processes associated with the respective legislative institution that is being served. IRC makes every effort and uses every available resource to provide our clients with the best solution considering the needs and future direction of the Legislature. IRC also maximizes cost efficiencies by offering a project budget that does not jeopardize the quality and reliability of the proposed IRC products and solutions.

To that end, in 2003, with the goal to offer the best LED display products on the market, IRC established an alliance with Daktronics. Like IRC, Daktronics is a United States based company. The partnership between IRC and Daktronics allows for the ability to provide high-resolution displays that are manufactured and assembled domestically thus ensuring the best availability of parts, ease of communication, and access to hundreds of specialists and customer service personnel for all of our clients.

The IRC team is confident that the technology being offered will, without a doubt, provide for the future needs of the Oregon Senate and will prove to be an invaluable asset for displaying legislative process content relative to bills, amendments, motions, votes, video, and other relevant information to facilitate the work of the members and staff, as well as to provide transparency of operations to the public.

Some of International Roll-Call Corporation’s unique qualifications to keep in mind while reviewing this proposal are:

• International Roll-Call Corporation is a United States company with its headquarters in Mechanicsville, Virginia and an office in Brookings, South Dakota.

• International Roll-Call Corporation has designed, fabricated, installed and maintains over 70 State legislative systems throughout the United States, both as upgrades to existing voting systems, as well as entire voting system replacements.

• International Roll-Call Corporation has experience in mission critical systems and in redundant control systems.

• International Roll-Call Corporation provides the very best system solutions to ensure the credibility, reliability and integrity of every member's vote.

• International Roll-Call Corporation has an understanding of the procedures and needs of the Oregon Senate.

• International Roll-Call Corporation has a carefully cultivated partnership with Daktronics which provides access to the nationwide network of certified technicians available for the support of the displays, ensuring that one call to IRC starts the support request response no matter which aspect of the system needs attention.

• The Daktronics displays offered by IRC are fully manufactured, not just assembled, here in the United States of America.

• International Roll-Call Corporation has been providing legislative service, support, and solutions to the state legislatures since 1936.

There is no other company in the United States or in the world with the experience, knowledge, and success rate comparable to IRC. In the long-standing history of this company, IRC has never failed to understand and meet the specific needs of an individual State Legislature, nor have we ever failed to deliver a promised Legislative Voting and Display Solution.

Thank you again for affording IRC the opportunity to propose a new LED display solution for the Oregon Senate. If you have any questions or concerns about the following proposal, please do not hesitate to contact me.

Kind Regards, William C. Schaeffer, President

2 Executive Summary

Under this proposed solution, the four (4) current tri-color LED displays will be replaced with four (4) 1.9mm LED displays, each with an active screen footprint of approximately 27” tall x

96” wide. The new 1.9mm LED displays are built using the latest Daktronics high resolution

LED technology and will therefore be capable of greater functionality and resolution. The

1.9mm displays will take the content of the image provided by the voting system display program and display that image respectively to the two (2) displays located on each side of the chamber. The full matrix, full-color LED displays can also be utilized to show photographs, video, or PowerPoint style presentations.

The 1.9mm LED display solution will, without a doubt, provide for the growing needs of the

Senate well into the future and will be an invaluable asset when it comes to displaying legislative content including the current item, presentations, and other relevant information to the members and staff, as well as to the public.

The proposal includes pricing and information for the following recommended display solution:

• Four (4) 1.9mm LED Message and Voting Displays utilizing the Daktronics Show Control software, DMP-8404 Video Players, and DI-6000 processors.

• The 1.9mm LED Message and Voting Display solution offered in this proposal will meet or exceed the requests and requirements of the Senate.

• IRC will show within the Proposed Cost section a discount provided the Senate and the House of Representatives move forward jointly in order to allow for the ordering and installation of the 1.9mm LED Message and Voting Displays concurrently.

3 Proposed Approach

3.1 Summary

Included within the subsections below is IRC’s proposed approach to remove the current equipment and displays, and install the 1.9mm LED Message and Voting Displays and related display control equipment.

It is significant to note that the proposed 1.9mm LED Message and Voting Display solution will significantly increase the number of LEDs in all four chamber display

This enhanced level of illumination and view ability will allow the Senate to enter the realm of high definition. Additionally, these 1.9mm displays provide 16-bit color capacity for each red, green, and blue LED yielding 281 trillion possible colors for each LED pixel.

The 1.9mm LED Message and Voting Display solution will utilize the Daktronics Show Control software and server, DMP-8404 video players, and DI-6000 processors to provide extensive functionality in how the displays can be used. The proposed DMP- 8404 series video players have up to two (2) video inputs. The Senate can purchase or request from IRC a video source switch to allow for additional video source inputs. The DI-6000 also has an SDI output to provide a live feed of any content being displayed on the new 1.9mm LED Message and Voting Display boards.

The Daktronics Show Control software is an extremely user friendly program that can create a vast array of content for the voting displays including voting sequences, video, photos, graphics, etc. The Show Control software can control the new displays from the Show Control workstation or from the existing xmLegislator™ voting client workstations via hotkeys on a user layout/interface. Blanking the displays can also be controlled by the Show Control or the xmLegislator™ Voting Software interface.

Due to IRC’s alliance with Daktronics, the proposed display solution can integrate directly with the Senate’s existing xmLegislator™ Voting Software thus allowing legislative staff to control content to the display boards using the xmLegislator™ Voting Software via buttons on their desired user screens. Also, IRC is able to configure the Show Control system to allow the vote sequences to override any content on the display boards whenever a vote is opened or a calendar item is displayed. This feature significantly eliminates the possibility for user error and allows for a more organized display of content during Session.

IRC recommends that any "live" user-controlled content such as video, PowerPoint, Word, etc. be provided from a separate workstation. The workstation can be setup to duplicate or extend its monitor to the center displays on each side of the chamber.

Depending on the location of this workstation, the Senate may need to run cabling to connect the video source to the HDMI splitter that feeds both DMP-8404 Video Players (primary and backup). In order to extract sound, the Senate will need to provide an audio input at the workstation location or at the Display control equipment rack location.

3.1.1 Process for Display Removal

Prior to IRC's onsite arrival, IRC will require the Senate to provide appropriate scaffolding and protection in front of each Chamber display. Provided there is ample space in front of the displays, either a two-man or single-man lift may be used in lieu of scaffolding. However, desks may need to be removed to provide space for the lifts to be place in front of each display.

Once onsite, IRC specialists will cover the area underneath and near the displays with blankets and plastic to further protect the carpet and furniture. IRC will carefully remove each of the existing Senate displays. If required, the Senate will need to remove the wood trim around the displays. IRC will take possession of the old displays and internal components for recycling purposes. The Senate is responsible for removing the existing cable runs. IRC requests the use of a waste receptacle/dumpster on the Capitol grounds for the proper disposal of trash and other miscellaneous parts. If a receptacle is not available, the Senate needs to provide an acceptable alternative. Further, IRC requests a designated space in or near the Senate Chamber that is large enough for IRC personnel to operate from, stage tools, store the new displays, and temporarily store the existing displays until properly disposed.

IRC will remove the existing display control equipment and will recycle the components. The Senate is responsible for removing the existing control or power cabling that will not be reused for the new displays.

3.1.2 Process for Display Installation

IRC will provide a display mounting frame to which each Senate display will be attached inside each of the wooden enclosures. IRC will design and fabricate the appropriate display mounting assembly. IRC may elect to provide a full-sized welded display mounting assembly/frame. If so, the assemblies/frames will be delivered to the Capitol and hand-carried into the Senate Chamber. IRC desires to utilize Senate personnel to assist in carrying the frames into the Chamber and to hold doors open along the path.

Based on the measurements provided of the existing displays, the proposed 1.9mm LED Voting and Video displays are taller than the existing displays and will require minor modifications to the face of each display.

The new displays communicate to the control equipment using 2 active pairs of fiber (primary and redundant). The Senate will need to provide, pull, and terminate one (1) three-pair 50-micron OM3 or OM4 LC-LC multimode duplex fiber optic cable to each display of the four displays. IRC will mount the PLR fiber patch panels behind each display cabinet.

The Senate will provide, pull, and terminate any video or CAT6 cabling (TBD) from the live-video workstation to the location where the new display control equipment will be installed.

The maximum power for each display is estimated to be 16 amps @ 208Y/120v 2Phase. IRC estimates two (2) 20-amp breakers will be used for each Senate display. IRC will notify the Senate of the official power requirements once received from Daktronics. The Senate will need to install a duplex outlet and junction box for each circuit. The Senate is responsible for terminating the power to the IRC installed display power cables. IRC is of the opinion that sufficient power is available; however, if additional power is determined to be required the Senate is responsible to provide the appropriate electrical power to each LED Message and Voting Display including final connection into each display panel. The Senate will be responsible for initially certifying the power connections are installed correctly in the displays and for energizing the LED Voting and Video Displays.

IRC will install the display control equipment in the desired location as determined by the Senate. IRC will require a minimum of 14RU of rack space for the new display control equipment, fiber patch panel, and UPS. The specification for the rack needs to be a minimum of 30 inches deep and the rails set to 19 inches wide. If the display control equipment space location is limited IRC will work with the Senate to determine an agreeable solution.

IRC will create the new Senate display sequences within the Daktronics Show Control Software and DMP-8404 Video Players to reflect the member names, voting data, and any other desired content profiles. IRC will work with the Senate to determine the desired layout for playing video or other content on the new displays, and IRC will configure the display control equipment to receive the desired video source for displaying live video. If the Senate desires a video feed of current displayed board content, IRC will configure the SDI video output on the DI-6000s. Sound for live video can be split via a 3.5mm auxiliary jack on the back of the DMP-8404s, from the video scaler or from the Senate’s video source. The Senate will need to provide the audio input and cabling.
