About this file
This is a pricing schedule template (Attachment B) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Parking Garage Management Services at the Bricker Federal Building in Columbus, Ohio. The electronic offer sheet is designed for contractors to input unit prices for monthly parking garage management services across a base year and four option years, with an optional six-month extension period.
The contract structure includes a six-month base year (December 1, 2026 through May 31, 2027) priced at the monthly rate, followed by four consecutive one-year option periods (June 1, 2027 through May 31, 2031), each comprising 12 months of service. An optional extension period of up to six months (June 1, 2031 through November 30, 2031) may be exercised. All contractor labor hour prices must be fully burdened to include overhead, General and Administrative costs, and profit, with no separate allowances permitted. Offerors must submit prices for all locations and all options to be considered for award, with evaluation based on the aggregate best offer. Orders for Above Standard Services exceeding $2,500 must be placed via GSA Form 300, while micro-purchases of $2,500 or less may be processed using the Governmentwide commercial purchase card. The solicitation (47PF5326Q0004) is set-aside for Women-Owned small business concerns, with a question deadline of May 20, 2026, and a quote deadline of May 29, 2026. The contracting officer is Natasha Cunningham at natasha.cunningham@gsa.gov.

1. All the contractor’s labor hour prices must include expenses for overhead, General and Administrative (G&A) and profit (if applicable). Thus no separate allowance for travel time, parking, overhead, G&A or profit will be applied when hourly services are ordered.
2. Above Standard Service quantities in the solicitation are for evaluation purposes only and are based on an estimate of the Government’s anticipated need for such service.
3. Orders for Above Standard Service may be placed orally when the amount of the order totals $2,500.00 or less or in the event of an emergency (as determined by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR)); these may be processed using the Governmentwide commercial purchase card, which is the preferred method to purchase and to pay for micro purchases. All orders which exceed $2,500.00 must be placed or confirmed by issuance of a GSA Form 300, Order for Supplies or Services and will be paid by GSA Finance.
4. OPTION TO EXTEND SERVICES UNIT PRICE (Additional Option Period Up to 6 Months per FAR 52.217-8) - The price must reflect the rates specified for the preceding 12 month performance period and may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. This electronic offer sheet automatically pulls the last option year pricing into the Option to Extend column. The standard service unit prices are multiplied by 6 months and the above standard service unit prices are multiplied the indicated quantity to calculate the total price for extension.
5. Offeror must submit offers for all locations in order to be considered for award. The contract will be awarded to the responsible offeror submitting the best offer in the aggregate for all locations. Offerors MUST quote prices for all options, in addition to the initial period, in order to be considered for award. Options shall be priced using the wage determination contained in this solicitation. Upon exercising an option, the contract price will be adjusted in accordance with FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts) (May 2014).
