Water Treatment Facilities Attachment

This supporting exhibit document, prepared by Gainesville Regional Utilities (GRU), a municipal utility owned by the City of Gainesville, Florida, provides comprehensive technical specifications and infrastructure details for the Cross Creek Mobile Home Park water treatment system. The Cross Creek system is a groundwater-based public water supply (PWS #2014196) currently serving 39 connections with a plant design capacity of 86,000 gallons per day (gpd), typical average daily demand of 3,000 gallons, and maximum daily demand of approximately 7,600 gallons. The system is sourced by two 4-inch wells: Well #3 (constructed 2017, primary source) and Well #1 (constructed 1994, backup), with Well #2 abandoned due to iron and corrosion issues. Treatment infrastructure includes a 1,000-gallon hydropneumatic tank installed in October 2021 and a hypochlorite injection system for chlorine residual maintenance. GRU acquired ownership of the previously independent system in the 1970s and has since conducted substantial infrastructure improvements, including replacement of the water distribution system in 1995 with approximately 3,400 linear feet of polyvinyl chloride (PVC) pipe and installation of two pumping wells positioned outside surface water influence.

The attachment includes detailed 1994 construction drawings and 1995 water distribution drawings, along with a comprehensive water treatment equipment inventory. Current treatment equipment includes two Grundfos DDA Smart sodium hypochlorite pumps (installed 2024), a Hach CL17 chlorine analyzer (2024), a new Allen Bradley Compact Logic programmable logic controller (08/20/2026), updated well pumps for both operational wells, upgraded underground PVC and gray schedule piping, and two backflow preventers. The facility features a 10-foot by 10-foot precast concrete building (1997), a below-grade precast concrete chemical injection vault, and site improvements including grading, sod, and fencing completed in 2017. Additional technical and regulatory information regarding system operations is contained in Sanitary Survey Reports from the Florida Department of Environmental Protection referenced in the complete contract documentation.

Description of Water System The Cross Creek Mobile Home Park (PWS #2014196) is a groundwater system currently serving 39 connections. The population varies with a higher population in the winter and a decline during the summer. The plant design capacity is 86,000 gpd. A typical average day demand is 3 kgal/day, and a typical maximum day demand is approximately 7.6 kgal/day.

The system is served by two 4-inch wells. Well #3 was constructed in 2017 and is the primary source of water. Well #1 was constructed in 1994 and serves as a backup well. Well #2 was abandoned due to iron and corrosion issues. The system has a 1000-gallon hydropneumatic tank that was replaced in October 2021 and hypochlorite injection system to provide reside residual chlorine.

Prior to GRU’s ownership, the system was independently owned and operated. In the 1970s, due to concerns regarding the operation of the system, local authorities requested that Gainesville Regional Utilities take ownership of the system. Since owning the system, Gainesville Regional Utilities has conducted significant infrastructure improvements. These improvements include, but are not limited to, the replacement of the water distribution system in 1995 with approximately 3,400 linear feet of PVC pipe, installation of two pumping wells located outside of surface water influence, and construction of a new pump house. For additional details on the current system, refer to the attached Sanitary Survey Reports conducted by the Florida Department of Environmental Protection which are contained in Attachment E.
