About this file

This document is an Evaluation Factors document for a STAT Courier service for blood products procurement by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (VISN1). The competitive procurement will use source selection procedures with a Blanket Purchase Agreement (BPA) awarded based on Best Value Determination, with technical capability and past performance being significantly more important than price.

The evaluation will assess three primary factors: (1) Technical Capability - including organizational structure, staffing, resources, and ability to meet Performance Work Statement requirements, with specific focus on tracking blood products/specimens, vehicle tracking, and having a consistent presence in the American Red Cross parking lot in Dedham, MA; (2) Past Performance - requiring identification of three similar federal, state, or private sector contracts completed within the last three years; and (3) Price - which will be evaluated for reasonableness and potential unbalanced pricing. The contract is for a five-year period, with quotes due by October 31st, 2025 at 3:00 PM EST, and questions accepted until October 24th, 2025 at 3:00 PM EST.

EVALUATION FACTORS AND STANDARDS

STAT Courier – Blood Products

This will be a competitive, negotiated procurement using source selection procedures with a BPA award based upon the Best Value Determination decision. A technical evaluation will be performed on all offers received by the Source Selection Panel of technical experts to determine the strengths and weaknesses of the offers. This panel will evaluate competitive proposals and then assess their relative qualities. For a Best Value determination, the Technical Capability and Past Performance factors, when combined, are significantly more important than cost or price. If the competing vendors Technical Capability and Past Performances are determined to be essentially equal, price could become the controlling factor. The Government may award based on initial offers without discussions; therefore, the Offeror’s proposal should contain the best terms from a technical and price standpoint.

PROPOSAL EVALUATION FACTORS AND STANDARDS

The following factors shall be used to evaluate proposals:

· Evaluation Factor #1 - Technical Capability

· Evaluation Factor #2 - Past Performance

· Evaluation Factor #3 - Price

A. Evaluation Factor #1 – Technical Capability:

The offeror’s proposal shall be evaluated to determine if the contractor has the experience and capabilities to provide VISN1 STAT Courier Services in a timely and efficient manner. VA will assess current and proposed organizational structure, staffing, resources, and internal capabilities to meet all requirements and standards within the Performance Work Statement. VA will evaluate the offerors capacity to meet the services they indicate that they can provide.

Provide detailed information regarding your ability to meet the requirement:

1. Meet all the requirements, terms and conditions stated in the Performance Work Statement.

Outline your capabilities in detail, by responding to each element of the PWS.

2. Provide the location where driver(s) will be staged to meet the requirement to have an established, consistent, dependable “ready and waiting” presence in the American Red Cross (ARC) parking lot in Dedham, MA.

3. Describe your process of tracking blood products and specimens from pickup location to delivery location.

4. Describe your process of tracking delivery vehicles from pickup location to delivery location.

5. Provide a copy of the contingency plan.

6. Provide information for any subcontractors that may be utilized for this requirement, and what percent of work the subcontractors will perform.

B. Evaluation Factor #2 - Past Performance

Identify three or more Federal, State, or private sector contracts of similar type, scope, size, and complexity that are ongoing, and/or have been completed within the last three years.

The solicitation contains a past performance questionnaire that will be sent to all references identified (minimum of three required). At a minimum, that survey should be used to reference past performance data, but additional information is also welcomed. Questionnaires received after the solicitation close date will not be considered.

The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources.

C. Evaluation Factor #3 - Price

The Government will evaluate the reasonableness of the price of each acceptable offer in relation to the offeror’s relative capability. Additionally, all offers with separately priced line items will be analyzed for unbalanced pricing.
